FAA Aviation Weather Program


On October 4, 1995, the FAA established the Aviation Weather Program Division to centralize all aviation weather policy and requirements in one organization. Monte Belger, the Associate Administrator for Air Traffic Services (ATS-1), was designated as the FAA focal point for aviation weather activities. He is responsible for integration of activities across all FAA lines of business.

ARW has absorbed people and functions previously assigned to other organizations: policy from Systems Capacity and Requirements (ASC), and requirements from Air Traffic Requirements (ARW), Life Cycle Maintenance (ALM), and the Flight Standards Service (AFS). Additionally, the FAA is working to formalize the interactions and responsibilities among Aviation Weather Policy, Requirements, Operations, and Acquisition organizations.

The FAA and the Air Traffic System Requirements Service (ARS) are dedicated to designing and implementing a comprehensive weather program. Last year, Aviation Weather completed its first year under the slogan "Success '96," and fulfilled this pledge with a host of new accomplishments and new initiatives.

On April 1, 1997, the Aviation Weather Division became the Aviation Weather Program Directorate (ARW).
