ARN-1
ALICE WONG
PROGRAM DIRECTOR
Ms. Wong began her career as a member of the technical staff
at the Mitre Corporation in 1974. In 1978 she moved to the Census Bureau as a computer
specialist and in 1979 to the Defense Mapping Agency in the DOD where where worked as a
Computer Scientist until 1980. In that year she began her career with the FAA, working as
a member of the senior staff in the Science and Technology office, then became Manager of
the Airspace Model Development Branch in Operations Research. She subsequently served as
manager of several technical organizations within the FAA until promoted to Acting Deputy
Program Director, Operations Support of Airway Facilities, in 1994. In 1995 she
served as Airway Facilities Deputy Program Director until April, 1996, when she became
Program Director, Communications, Navigation, Surveillance, and Infrastructure, ARN-1. Ms.
Wong has a bachelor's degree in Mathematics, and a master's degree in Computer Sciences. |

ARN-2
WAYNE ROGERS
DEPUTY PROGRAM DIRECTOR
Wayne started his career in 1970 in the Eastern Region and an F&E
Field Engineer. He then moved to the New England Region where he served as a
radar/automation Project Engineer, JSS Program Coordinator, and Supervisor. He served 4
years in Venezuela as a Radar/Automation Specialist, then moved to San Juan, Puerto Rico,
followed by Covington, Kentucky, serving as Assistant Sector Manager in both places.
Wayne then moved to the Great Lakes Regional office where he was the Manager,
Operations Branch, AGL-470, prior to coming to the Air Traffic System Requirements Service
in Washington Headquarters in 1996. |

LOIS SMITH
SPECIAL ASSISTANT
Lois began her FAA career in 1974 as a secretary in the Chief Council's
office at FAA Headquarters. Then, as a participant in the Upward Mobility Program, she
served as a Realty Specialist from 1979 through 1991. In that year, she moved to
Airway Facilities and served as a Management/Program Analyst until 1996 when she began
working a a Liaison for the Director, Airway Facility Requirements. She began
serving in her present position in 1997. |

TAMMY
GRAY
SECRETARY
Tammy began her federal career in 1984 as a clerk typist with the
United States Coast Guard. She ultimately progressed to the position of Administrative
Specialist in the Health and Safety Directorate and remained in that job until she joined
the FAA in 1999. She is currently the secretary to the Program Director. |

PHIL LEMAN
DIVISION MANAGER
Phil entered on duty with the
FAA in April, 1971, as an electronics technician in Augusta, Georgia. He was
reassigned to the Radar Unit at Columbia, south Carolina in 1975, and then to the
Technical Inspection Group at the Southern Regional Office in 1980. In 1983, Phil
was reassigned to the Facilities and Equipment Branch as an En Route Radar project
engineer where he served until 1985, then moved to the Maintenance Operations Branch as a
Terminal/Enroute radar engineer. In 1987, he moved to FAA headquarters and served in
the Radar Engineering Division, then moved to the Life Cycle Management Directorate in
1994 and worked as a requirements engineer. In 1997, Phil moved to the Air Traffic
Requirements Service as the Manager, Navigation, Landing, Surveillance Division. He
currently manages the Emerging Systems Division, ARN-100. |

ARN-200
JANIS HOOTEN
DIVISION MANAGER
Ms. Hooten, an electrical engineer was employed as
an engineering trainee by the Tennessee Valley Authority for 2 years. Thereafter, she
accepted a position as a General Engineer working on classified programs for the Naval Sea
Systems Command for 3 years. She then transferred to the Operational Test and Evaluation
Agency for the Department of the Army where she worked as a General Engineer providing
Reliability, Availability and Maintainability (RAM) analyses for classified Army programs
for two and a half years. She has been with the FAA for seven and a half years and is
currently the manager of the Communications and Navigation Division, ARN-200. |

ARN-200A
MONICA WHEELER
SECRETARY
Prior to her Federal employment Monica served as a a Clerk-Technician for the
Prince George's County Police Department. She began her Federal employment approximately
ten years ago and has worked for the General Accounting Office as a secretary, the U.S
Army as a secretary and Clerk handling child support cases, and was a Records Reference
Clerk with the Defense Investigative Service. She was also a secretary within the
Internal Revenue Service. Monica joined the Department of Transportation in 1992 and
performed several jobs including Secretary, Personnel Assistant, and Employee Relations
Assistant. In January, 1999, Monica joined the FAA as the secretary for the Communication
and Navigation Division, ARN-200. |

ARN-300
SUSAN HEDENBERG
DIVISION
MANAGER
Susan was a commercial pilot for 2 years before
starting with the FAA in the late 70s. She was an Air Traffic Control Specialist at
the Peoria Airport Control Tower until 1990, after which she went to the Dallas Fort Worth
TRACON as a radar controller and Quality Assurance Specialist. Susan came to Washington
Headquarters in 1995 as a requirements specialist for voice switches and recorders.
In 1996 she was promoted to Integrated Product Team Lead.

CATRINA BRIGHT
SECRETARY
Catrina's previous employment included three years at the State
University of New York's Old Westbury campus, where she served as a Data Administration
Specialist in the Chemistry Department. Upon her return to Maryland, she worked for
Sigma Technology, providing Contract Specialist support for Amtrak. She is currently
employed by CGH and supports ARN-300 as Divisional Secretary. |
