All private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file. 2. All nonscheduled commercial aircraft landing for commercial purposes must obtain prior permission from the Department of Transport, International Aviation Directorate, 2 Marsham Street, London SW1P 3EB, United Kingdom (TELEX: 22221/FAX: 44 71 276-5390) at least 2 working days prior to departure (21 days for advance booking or affinity group charters, and 15 days for inclusive tour charters). 3. All requests must include: a. Name of operating company and address to which the permit should be sent. b. Type of aircraft and registration marks. c. Dates/times of arrival/departure from the U.K.. d. Airports of offloading and onloading of passengers and cargo. e. Nature of flight (cargo, charter, etc.). f. Name, address, and business of charterer. g. Number of passengers and type and amount of cargo. h. Air travel organizer's license number, if applicable. 4. (England, Northern Ireland, Scotland, and Wales) - Passport required. Visa not required for stay of up to 6 months. Medical exam, including AIDS

3. Corporate Aircraft ConstraintsUpon entry, operator should apply for a "temporary importation permit." Customs requires that corporate aircraft enter as commercial operators (form C-43A) and not private operators (form C-43). Excerpt from a letter from U.K. customs follows: "Although there are no Customs duties on civilian aircraft, duty free entry is dependent upon a claim to importation under the 'end-use' regulations: mainly a formality but still a necessity. It is the temporary importation permit effected by the acceptance of the importation entry C-43 or C-43A, whichever is appropriate, which affords the relief against VAT. (Editor's Note: VAT is Value Added Tax.) It is also not wise to use the phrase 'private' aircraft. For U.K. customs purposes, company executive or corporate aircraft carrying company personnel are not private aircraft." 4. Special NoticesCarriage of Weapons, Munitions of War and Dangerous Goods1. All civil operators intending to depart from, land in or overfly the United Kingdom carrying any type of weapons, munitions of war (see definition below) and dangerous goods must obtain prior written permission from the following organization:

Summaries of the applicable legislation (full copies of which may be obtained from the above address) are presented below: Weapons and Munitions of WarWeapons and munitions of war may only be carried on board aircraft within the United Kingdom providing they are in compliance with Article 46 of the Air Navigation Order. For the purposes of Article 46, a "munition of war'' means "any weapon, ammunition, or article containing an explosive or any noxious liquid gas or other thing which is designated or made for use in warfare or against persons, including parts, whether components or accessories, for such weapon, ammunition, or article." Article 46 is summarized as follows: 1. Munitions of war may only be carried with the written Permission of the Civil Aviation Authority. Permissions are granted on an individual flight basis. Application for the permission should be made at least 10 days prior to the proposed flight date and must be submitted to the above address. Shorter periods of notice may apply in exceptional circumstances. Applications must detail airports of departure and arrival, date of flight, operator, flight number, and the number (quantity), type, calibre and make of the munitions of war and the name, address and telephone number of the applicant. 2. The commander of the aircraft must be informed in writing by the operator before the flight commences of the type, weight or quantity and location of any such munitions of war on board the aircraft and any conditions of the permission of the Civil Aviation Authority. 3. Weapons and Munitions of War may only be carried: (a) As either part of the baggage of a passenger or consigned as cargo. (b) In part of the aircraft to which passengers do not have access. (c) In the case of firearms, unloaded. 4. Particulars of the weapons and munitions of war must be provided to the operator before the flight commences and the operator must consent to their carriage. 5. If the weapons and munitions of war also meet the criteria for ``dangerous goods'' as defined by the United Nations, they will have to meet additional legislative requirements listed below: Dangerous GoodsIn the United Kingdom, the legislation concerning the carriage of dangerous goods by air is contained in the Air Navigation (Dangerous Goods) Regulations. These state that dangerous goods can only be carried with the written permission of the Authority and in accordance with the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air. Application for the permission should be made at least 10 days prior to the proposed flight date and must be submitted to the above address. Shorter periods of notice may apply in exceptional circumstances. Dangerous Goods which are normally forbidden for carriage by air may, in exceptional circumstances, be carried in accordance with an exemption from the Air Navigation (Dangerous Goods) Regulations, granted on an individual flight basis by the Civil Aviation Authority. Application for exemption should be made to the above address at least 10 days prior to the proposed flight date and should detail the proper shipping name, UN number, class/division, compatibility group (if applicable), packing instructions number, total net quantity, total gross weight, the number of packages and the name, address and telephone number of the applicant. Shorter periods of notice may apply in exceptional circumstances. Carriage of TroopsIn addition to the provisions outlined above, civil aircraft operators intending to depart from, land in or overfly the United Kingdom are to ensure that all weapons (firearms, ammunitions, knives, bayonets etc.) are removed from troops and consigned as hold baggage. Such articles must not be released to passengers in transit through the United Kingdom until they reach their destination.
