People with Disabilities
History of the People With Disabilities Program
U.S. Department of Transportation,
Federal Aviation Administration (FAA)
Office of Civil Rights
Background: The People With Disabilities Program was established to ensure that the FAA takes a positive and directive role in fully complying with Section 501 of the Rehabilitation Act of 1973, as amended, and the provisions of 29 CFR, Part 1614, Subpart B, Subsection 1614.203.
Purpose: To assist FAA in providing equal employment opportunity for individuals with disabilities who are employees or applicants for employment, and eliminate barriers to the meaningful employment of people with disabilities within the FAA workforce (meaningful employment includes representation in each FAA occupation at all grade levels). The objective is for FAA to become a model work environment employer of persons with disabilities. The FAA will ensure employees, who become disabled after appointment, have a full measure of opportunities to be placed and advanced in jobs. Affirmative action, diversity, and correcting under representation, will be an integral part of ongoing agency personnel management programs, as evidenced by persons with disabilities being employed in a broad range of grade levels and occupational series commensurate with their qualifications and by agency policies that do not unnecessarily exclude or limit persons with disabilities because of job structure, design, or because of architectural, transportation, communication, procedural , or attitudinal barriers.
We believe that program initiatives can be effectively used in FAA to increase the participation of people with disabilities. FAA will be looking at innovative and comprehensive programs to better meet the workforce demands. Federal legislation has made it clear that we as a Nation will no longer tolerate second-class citizenship for its disabled population. Equal employment for people with disabilities is an affirmative obligation of all managers and supervisors.
