In accordance with Presidential intent (as contained in Executive Order 11935) and congressional intent (as contained in the Treasury, Postal Service, and General Government Appropriations Act), initial appointments to positions in the Federal Aviation Service made after April 30, 1998 will be restricted to United States citizens and nationals (residents of American Samoa and Guam).
