In August 2006, Steven R. Bernett was selected as the Program Director for the FAA Logistics Center (FAALC), located at the Mike Monroney Aeronautical Center in Oklahoma City, OK. The FAALC is the only centralized logistics support facility in the FAA. Mr. Bernett is responsible for leading the efforts of over 600 federal employees and contract support personnel. These employees are engaged in supply chain management, storage and distribution, and depot level maintenance repair and overhaul of sophisticated radar, navigation, weather, landing systems and automated communications equipment. Air traffic controllers use the products managed and repaired by the FAALC to ensure the safe and effective movement of aircraft through the Nation's airspace. The FAALC generates over $150M in franchise fund sales annually, stores and maintains over 42,000 products on site, and ships an average of 7500 orders per month to FAA and DoD locations all over the world. The repair maintenance and overhaul technical support facility is state of the art and supports the operational maintenance of over 2400 FAA and Department of Defense air traffic control facilities.
Before assuming his current position, Mr. Bernett was the Deputy Commander of the Defense Supply Center Philadelphia. He held that position for over 3 years. The DSCP managed over $12.7 billion worth of food, clothing, textiles, medicines, medical supplies, construction and equipment items for America's warfighters and other customers worldwide. Before coming to DSCP, Mr. Bernett was the Deputy Commander of the Defense Supply Center, Columbus, Ohio where he was directly responsible for the Center's inventory control point functions and served as the agency's lead center for land and maritime spare parts.
A native of Sparta, Wisconsin, Mr. Bernett earned a bachelor's degree in psychology and secondary education from the University of Wisconsin in 1975, and a Masters in Business Administration from the University of Texas at San Antonio. He began his civil service career in1975 as a contract specialist trainee at the Air Force Logistics Center, Kelly Air Force Base, San Antonio, Texas.
Mr. Bernett was later selected for the Air Force Copper Cap Management Intern Program where he rotated among contracting and production divisions and the Center's other functional directorates. After graduating from that program, he served in a variety of increasingly more responsible positions at Kelly Air Force Base, including duty as the Chief of the Management Systems Office; Engine Branch; Source Development Division; and Production Division.
He joined the Defense Logistics Agency community in September 1990 as the Director of Contracting and Production for the Defense Industrial Plant Equipment Center in Memphis, Tennessee. In May 1992, Mr. Bernett moved to the former Defense General Supply Center, Richmond, Virginia to become the Deputy Director of the Contracting and Production Directorate. There he was responsible for the Center's procurement mission, with nearly $1 billion in obligations and in excess of 200,000 award actions annually. As a result of reorganization in Richmond in 1995, he became the Deputy Director of the cross-functional Business Operations Directorate.
In 1998 he was reassigned to Director of Planning and Resource Management in Richmond where he was responsible for the effective and efficient stewardship of operating funds and resources allocated to the Center. As the Comptroller, he managed approximately $1.7 billion in annual revolving Defense Department funds.
Mr. Bernett became a member of the Senior Executive Service in November 1998. Mr. Bernett is the recipient of numerous awards including the Meritorious Executive Presidential Rank Award; the Defense Logistics Agency's Exceptional Civilian Service Award; the Department of Defense Distinguished Civilian Service Award; Commander-in-Chief's Installation Excellence Award for DSCC while serving as the DSCC Deputy Commander; DLA's Meritorious Civilian Service Award; and the Air Force Logistics Center People in Action Award.
