Carl D. Rising is a commercial director and senior project manager with Stellar Solutions, Palo Alto, California. He has more than 25 years experience in space systems. His particular expertise includes launch systems and the leadership of multi-functional, international teams in the acquisition and implementation of commercial services, including business development, proposal management, contracts, systems engineering and program oversight. Mr. Rising has an in-depth understanding of launch vehicle systems and launch operations and he has extensive experience in the implementation of ITAR regulations, both from the perspective of the U.S. and foreign parties.
At Stellar Solutions, Mr. Rising has supported clients in the launch services sector advising satellite operators and a commercial space access venture. Previously, as the Starsem primary interface to commercial customers and the insurance community, he participated in the failure investigations related to Soyuz/Fregat component production and system test anomalies. Mr. Rising's early career is highlighted by leadership roles in successful proposal efforts at McDonnell Douglas for programs to SDIO, NASA, and the DOD including the technical management of the materials trades, hardware component fabrication, and testing. His specific technical competence is in the characterization, fabrication, and component testing of materials systems for aerospace structures, including advanced composites and adhesives.
Mr. Rising holds a Bachelor of Science in Engineering and a Master of Science in Materials Science and Engineering from the University of California, Los Angeles. He also earned a Master of Business Administration from the Thunderbird School of Global Management.
