Executive Overview

This document defines the OEP's purpose and its processes. It provides high-level detail about the 10 Solution Sets. It describes FAA's next steps in building its NextGen implementation plan. Solution Set Smart Sheets

The content of OEP Version 1 is divided into 10 Solution Sets. Each Solution Set focuses on a specific portion of the NextGen transformation, which is described in a document called a Smart Sheet. Each Smart Sheet contains problem statements, operational capability definitions and timelines, and benefit descriptions. It defines enabling programs and details key activities in the coming fiscal year.

Program Reference Sheets

With JPDO, FAA has identified a number of new programs that directly support the transformation of the NAS.  These technologies are highly interdependent.  A number of existing programs will also be modified to enable NextGen. By integrating functions from multiple programs, we can build new air traffic management capabilities. These Reference Sheets familiarize readers with key programs whose activities will be tracked by the OEP.

Strategic Timelines

A “big picture” view of OEP activities can be gained from these strategic timelines.

Air Traffic Operations

This domain's strategic timelines reports both near-term commitments and operational capabilities for the mid- and far-terms. Near-term commitments are carried over from the previous OEP and record the fiscal year in which each will be implemented. The timeframes for mid- and far-term capabilities are more strategic, shown in multi-year windows. With subsequent OEP versions, we will identify the schedules for all programmatic activities that must be completed for each capability. Using these schedules, we will be able to identify more precise capability implementation dates, and monitor progress toward them. Full descriptions of this domain's mid-term capabilities are also included here.


Airport Development

Schedules show specific commissioning dates for select airfield projects, as well as deadlines for additional environmental reviews and planning activities for projects under consideration.

Aircraft & Operation Requirements

This domain's strategic timelines tracks the development of avionics standards that enable OEP's mid-term operational capabilities.
