The average hourly rates are provided as a tool to assist customers in determining which BITS contractor to choose to perform their respective IT service requirements. The attached MS Excel spreadsheet shows the Average labor rates for all 36 contractors for all 109 BITS II labor categories for each of the 4 types of labor (Prime Contractor – Government Site, Prime Contractor – Contractor Site, Subcontractor – Government Site, and Subcontractor – Contractor Site).
The BITS II Program Office recommends that customers use this information as a tool to determine whether or not the specific BITS Contractor that they are considering is offering competitive rates for the required services (i.e., for the specific labor categories required to perform the specific services in question). If a customer is considering a BITS contractor whose labor rates are relatively high, as compared with the average rates, for the labor categories in question, it is recommended that the customer give consideration to selecting a different BITS II contractor. Also, be advised that the BITS contractors may always propose rates that are lower than their "published" contractual labor rates. For those instances where the contractor's labor rates are significantly higher than the average rate, the contractor could offer lower rates to bring their labor rates more in line with the average labor rates as shown in the attached spreadsheets.
