The Verification and Validation Protocol of Operations was initiated at the William J. Hughes Technical Center in September 2005 in order to institutionalize consistent and quality industry standard V&V practices and to provide World Class System Integration and Test Capabilities to the FAA’s Air Traffic Organization (ATO).

"Verification ensures the system is being built right. "

"Validation ensures the right system is being built."

The primary objectives of V&V are:

  • Early detection and resolution of defects
  • Increased assurance and better value for ATO acquisitions and modifications
  • Strengthened Test and Evaluation capabilities for future ATO programs and initiatives
  • Lifecycle concept with focus on T&E performance
  • Better risk management and decision making capability
  • Accreditation of test capabilities

The V&V Protocol of Operations will address all aspects of the business of conducting T&E, including project management, quality assurance, technical methodologies, process standardization, and training. In short, it will change the way we do business.
