  • Assesses the impact on safety of proposed changes to the NAS utilizing ASAT
  • Conducts safety studies for client-proposed changes to the NAS
  • Develops national and international standards and policies for instrument flight procedure risk assessment and management
  • Develops, plans, and conducts real time, precise data collection on new and emerging technologies to provide the basis for modeling performance characteristics as inputs for the ASAT
  • Develops software tools for the standardized design of instrument flight criteria
  • Evaluates changes and enhancements of airport rules regarding obstacles, equipment, and holding/taxing aircraft relative to their impact on the safety of instrument approach operations
  • Evaluates feasibility and safety associated with operational requirements such as multiple airport operations, multiple parallel approaches, and converging approaches utilizing data collected from actual aircraft, flight simulators, and state-of-the-art modeling
  • Evaluates operational acceptability (of risk) of changes to air traffic rules and procedures and determines the impact on safety of instrument flight procedures
  • Maintains liaison and coordinates with other government agencies and with military, industry, and international reps to exchange information and to advance the state of the art in the application of operation research techniques and collision risk methodology for en route and terminal instrument flight procedures
  • Manages, operates, and maintains Flight Standards' pilot flown simulator systems, makes hardware and software modifications to accommodate program needs, and coordinates all testing and evaluation
  • Performs operational evaluation, including flight simulation, flight simulator, and in-flight testing of standards and criteria proposed for en route and terminal instrument flight procedures and navigation systems
  • Performs studies analyzing equivalent level of safety and established level of safety risk analyses for radar safety, wake turbulence, and other areas as requested
  • Provides advisors and representatives to ICAO, RTCA, SAE, ION, and other international aviation organizations
  • Provides approach obstacle clearance risk analysis software tools (such as CRM)
  • Provides Area Navigation design tools (such as RNAV-Pro)
  • Provides dynamic stochastic models of instrument flight operational concepts using the Airspace Simulation Analysis Tool (ASAT)
  • Provides expert consultation to FAA decision makers about proposed changes to the NAS
  • Provides human in the loop risk analysis utilizing its pilot flight simulator, its PRM test facility, and Air Traffic Controller tests
  • Provides management of Flight Standards Service R&D programs established to support development of instrument flight procedures, standards, and criteria Provides risk analysis for criteria or standards related to design of instrument flight procedures for the Flight Procedure Standard Branch
  • Provides radar separation analysis tools (such as MOSAIC Pro)
  • Provides risk assessment of instrument operations not covered by standard criteria
