The Technical Programs Branch serves as the quality control arm of the division manager.  Its services cover both field offices and aviation operators. Accordingly, the Technical Programs Branch:

  • Plans, schedules, and conducts, with the assistance of field inspectors, evaluations of the aviation community to determine regulatory compliance.
  • Documents findings and identify weaknesses.
  • Tracks inspection findings to assure timely and appropriate closure.
  • Analyzes evaluation results to identify trends that may indicate systems weaknesses in oversight programs.
  • Recommends new or revised rules, national policies, and procedures to enhance safety.

The Technical Programs Branch also:

  • Manages the Department of Defense Commercial Air Carrier Quality and Safety Review Program.
  • Manages the Office Evaluation Program.
  • Evaluates Surveillance Evaluation Program inspections conducted in the Southern Region.
  • Serves as the focal point for evaluations and audits conducted by other external organizations (for example OIG, GAO) relating to division programs.
  • Conducts special studies as directed.
