Technical Support Branch - Air Carrier

The Technical Support Branch - Air Carrier provides oversight, evaluation, and analysis of technical programs and internal processes.  The branch also serves as the focal point for evaluations and audits conducted by other external organizations (for example OIG, GAO).
The branch also:

  • Supports field offices by providing clarification, guidance, and information on:
    • Certification
    • Surveillance
    • Inspection
    • Investigation
    • Enforcement
  • Reviews and recommends rulemaking, and processes complaints and investigations for congress and the public
  • Tracks inspection findings to assure timely and appropriate closure
  • Analyzes evaluation results to identify trends that may indicate systems weaknesses in oversight programs
  • Recommends new or revised rules, national policies, and procedures to enhance safety
  • Provides staff assistance to the division and technical assistance to the field offices with surveillance of foreign aircraft operations and certification and surveillance of:
    • U.S. Air carriers and other commercial operators
  • Investigates and reports:
    • Service difficulties
    • Complaints
    • Violations of Federal Aviation Regulations
    • Develops and recommends to the division manager regional directives and areas of emphasis to guide district office planning and performance
  • Recommends:
    • New or amended regulations
    • Policies
    • Procedures
  • Evaluates the effectiveness of field execution of assigned programs
  • Reviews and coordinates Enforcement Investigative Reports with field offices and the assistant General Counsel
