Biography: Archie E. Dillard, PhD
Chief Scientific and Technical Advisor for Flight Simulation Systems
Before joining the FAA in 1983, Dr. Archie Dillard was a Flight Simulation Specialist and Manager at American and Braniff Airlines. From his work at these airlines and the FAA, Dr. Dillard has gained extensive knowledge and experience in aircraft systems and operations, operational evaluations and research, data collection and analysis, systems engineering, new flight deck technologies, airports, and flight training. His accomplishments include:- Coordinator for the simulation pilot–in–the–loop evaluations for the Operations Evolution Plan (OEP).
- An invited participant and sponsor in the Johns Hopkins University Human–in–the–Loop Verification and Validation Symposiums.
- Program Manager for Flight Operations Simulation Laboratory acquisition program.
- Simulator representative on the FAA Aircraft Configuration Control Board.
- Adjunct instructor for the FAA's Simulator Approval Course for FAA, industry and DoD personnel.
Dr. Dillard initiated and actively supported development of the Flight Operations Simulation Laboratory. The laboratory, located at FAA Mike Monroney Aeronautical Center in Oklahoma City, is vital to research and development of flight systems, including flight simulation systems, and studies and analysis of their use in operations.
Dr. Dillard serves as chairperson of SAE G-10 Human Behavioral Engineering Technology (HBET) Committee, HBET Multi–Function Display Sub-Committee, and the Terminal Area Safety Technical Community Requirements Group; co-chair of RTCA SC-195/WG-1, Flight Information Services Communications Committee; and, is an active member and participant in many other industry committees and working groups. With Dr. Dillard's participation, these groups developed documents that provide aerospace recommended practices for Multifunction Displays, Minimum Performance Standards for Head–Up–Display on Transport Aircraft, and ICAO guidelines for use of lasers in operational airspace.
