Title 14 Code of Federal Regulations, Section 33.1 prescribes airworthiness standards for the issue of type certificates and changes to those certificates, for aircraft engines.

Who must comply
Each applicant must show that the aircraft engine concerned meets the applicable requirements of this part. (Sec. 33.3) Each person who applies under Part 21 for such a certificate or change must show compliance with the applicable requirements of this part and the applicable fuel venting and exhaust emissions requirements of 14 CFR Part 34. (Sec. 33.1) and the noise standards of 14 CFR Part 36.
