Document Title: OpSpec C083. IASA Category 2 Special Operational Restrictions: 14 CFR Part 129
Summary: The International Programs and Policy Division (AFS-50) has drafted an amendment to OpSpec C083 for part 129 (foreign air carriers operating to the United States) whose State of the Operator has been assessed by the FAA as IASA Category 2. The following changes were made:
  1. OpSpec C083
    1. Clarified additional aircraft and special authorizations
    2. Updated help text
    3. Modified for plain langue; simplified/reorganized and combined language to make it easier to understand the limitations
    4. Added selectable text for non-scheduled for clarity of applicable limitations to the foreign air carrier
    5. Deleted redundant text
  2. FAA Order 8900.1. Revised Volume 12, Chapter 5, OpSpec C083 inspector guidance as follows:
    1. Clarified frequency guidance
    2. Clarified policy on aircraft swaps

Document Title: Appendix A. OpSpec Paragraph B035, Class I Navigation en route in United States (U.S.) Airspace Using Area or Long-Range Navigation Systems: 14 CFR Part 129
Summary: The International Programs and Policy Division (AFS-50) together with the Flight Technologies and Procedures Division (AFS-400) have drafted notice to decommission all B034, IFR Class I En Route Navigation Using Area Navigation Systems, templates and amend OpSpec B035 for part 129 (foreign air carriers operating to the United States). The following changes were made:
  1. Added a selectable dropdown for Q-route
  2. Renamed OpSpec to Class I Navigation En Route In The United States (U.S.) Airspace Using Area Or Long-Range Navigation Systems to capture RNAV below 18000 feet.
  3. Updated inspector guidance related thereto

Document Title: OpSpec A003, Aircraft Authorized for Operations to the United States: 14 CFR Part 129
Summary: The International Programs and Policy Division (AFS-50) together with the Flight Technologies and Procedures Division (AFS-400) have made the following changes:
  1. A014 Decommissioned. Paragraphs 3 and 4 from OpSpec A014 were incorporated into OpSpec A003. The information in paragraph 1 was already coved by OpSpec A001. The inform paragraph 2 was redundant as B031 was incorporated into A003
  2. A023 Decommissioned. The identification of Ground Deicing Program was incorporated into OpSpec A003. ICAO Annex 6 relevant standards were added to the job aid. Since 14 CFR part 129 requires compliance with ICAO Annex 6, as does OpSpec A001 the specific standards were not incorporated into A003. Inspector guidance relating to ground deicing program was updated.
  3. A003 Amended. Inspector guidance was updated relating to the amendment. Additional selectable limitations were added to OpSpec A003 for en route and data link communications. Table 1 within the OpSpec was amended as follows:
    • Added a Ground Deicing Program column with two dropdowns (yes or no)
    • Added two columns for Data Link
    • Moved the limitation for aircraft without MEL to the end (4th selectable)

Document Title: OpSpec C384, RNP AR - Area Navigation (RNAV) Required Navigation Performance (RNP) Authorization Required (AR): 14 CFR Part 129
Summary: The International Programs and Policy Division (AFS-50) together with the Flight Technologies and Procedures Division (AFS-400) have amended C384 for part 129 as follows:
  1. OpSpec C384. Harmonized terminology with ICAO. Inspector guidance was deleted. Also, deleted requirements covered by ICAO annex 6. Table was revised by adding an additional column with dropdowns. Also, added two additional dropdowns for the limitations column. Finally broke the Navigation System column into two (one for M/M/S and one for Software Version).
  2. FAA Order 8900.1. Added: regulatory basis, acceptable criteria to the FAA, Radius to Fix (RF) leg capability requirement on all operators who want to conduct RNP AR in U.S. airspace, ICAO Annex 6 references, ICAO Doc 9613 paragraph 7.2 reference confidence in RNP AR approvals when issued by a foreign state. Clarified U.S. chart terminology. Harmonized terminology with ICAO. Amended: FAA acceptance of Aircraft Qualification and Operational Documentation and added relevant ICAO references in ICAO doc 9613 and 9905. Updated headquarter approval for FAA reorganization. Clarified requirements applicable to foreign operators operating in U.S. airspace. Deleted repetitions. Moved directions for populating the OpSpec into a job aid.

Summary: The International Programs and Policy Division (AFS-50) together with the Flight Technologies and Procedures Division (AFS-400) have amended C384 for part 129 as follows:
  1. OpSpec C054 decommissioned as follows:
    • Subparpagraph a - deleted as it is the State of the Operator responsibility, see ICAO Annex 6.
    • Subparagraph b - moved the reference to the U.S. National Weather Service (NWS) to OpSpec C051.
    1. OpSpec C051 amended as follows:
      • Added weather conditions reported by the U.S. National Weather Service, a source approved by that Service, or a source approved by the Administrator.
      • Deleted that lower than standard takeoff minimums exercised by the foreign air carrier as described in these operations specifications shall not be less than those lower than standard takeoff minimums that are authorized by the foreign air carrier’s regulatory authority.(Covered by OpSpecs C056).
