Announcement of Availability of Airport-Related Research and Development Products
This AC explains how to obtain the latest airport-related research and development (R&D) products funded by the Federal Aviation Administration’s (FAA’s) Airports Organization, particularly the FAA’s Airport Technology Research and Development Branch, the Airport Cooperative Research Program (ACRP), the Innovative Pavement Research Foundation (IPRF), and the Airfield Asphalt Pavement Technology Program (AAPTP).
Announcement of Availability of the Guide for Private Flyers - U.S. International Airports
Announces the availability of the Guide for Private Flyers published by the Department of Homeland Security, U.S. Customs and Border Protection (CBP). The Guide lists all U.S. international airports, designated airports, landing rights airports, and user fee airports. It also defines the term InternationalAirport and clarifies the use of the word International in an airport name. Any airport may use the word International in its name. However, only airports listed in the CBP guide are considered international airports for CBP purposes.
This AC replaces AC 150/5000-5C, Designated U.S. International Airports.
Noise Control and Compatibility Planning for Airports
Provides general guidance for noise control and compatibility planning for airports as well as specific guidance for preparation of airport noise exposure maps and airport noise compatibility programs by airport operators for submission under Title 14, Code of Federal Regulations, Part 150, and the Aviation Safety and Noise Abatement Act of 1979. Contains an expanded Table of Land Uses Normally Compatible with Various Levels of Noise.
Guidance on the Balanced Approach to Noise Management

Citizen Participation in Airport Planning
Provides guidance for citizen involvement in airport planning. Although not mandatory for airport grant programs, it explains the need for early citizen participation.

Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects
This AC provides guidance for airport sponsors in the selection and engagement of architectural, engineering, and planning consultants. It also discusses services that normally would be included in an airport grant project, types of contracts for these services, contract format and provisions, and guidelines for determining the reasonableness of consultant fees. Land Acquisition and Relocation Assistance for Airport Improvement Program Assisted Projects
Provides guidance to sponsors of airport projects developed under the Airport Improvement Program (AIP) to meet the requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (PL 91-646, as amended) and the Regulations of the Office of the Secretary of Transportation, 49 CFR Part 24. Guidance on the Extraction of Oil and Gas on Federally Obligated Airports
This AC discusses oil and gas development on federally obligated airport land, including any drilling that penetrates the subsurface of airport owned land. It describes how existing FAA policy, guidance, standards and obligations, as well as other applicable laws and regulations, apply to proposed oil and gas extraction from obligated airports (both use of surface land and extraction of subsurface minerals/oil/gas). It does not create new requirements for on-airport or nearby off-airport land use or development. The AC was produced as a joint effort by the FAA’s Offices of Airport Planning and Programming, Airport Safety and Standards, and Airport Compliance and Management Analysis.
Federal Surplus Personal Property Program for Public Airport Purposes
This AC explains to public airport sponsors and other interested parties the Federal Surplus Personal Property Program for Public Airports. It contains the procedures for applying for screener credentials and to request authorized surplus personal property through the GSAXcess system administered by the General Services Administration (GSA) for disposition of federal surplus personal property.

Exclusive Rights at Federally Obligated Airports
Provides basic information about the FAA's prohibition on the granting of exclusive rights at federally-obligated airports. This prohibition is one of the obligations assumed by the airport sponsors of public airports that have accepted federal assistance, either in the form of grants or property conveyances. This AC cancels AC 150/5190-5 (Change 1), Exclusive Rights and Minimum Standards for Commercial Aeronautical Activities, dated June 10, 2002.
Minimum Standards for Commercial Aeronautical Activities
Provides basic information about the FAA's recommendations on commercial minimum standards and related policies. Although minimum standards are optional, the FAA highly recommends their use and implementation as a means to minimize the potential for violations of Federal obligations at federally obligated airports. This AC cancels AC 150/5190-5 (Change 1), Exclusive Rights and Minimum Standards for Commercial Aeronautical Activities, dated June 10, 2002.
First Responders’ Responsibility for Protecting Evidence at the Scene of an Aircraft Accident/Incident
Furnishes general guidance for airport employees, airport management, and other personnel responsible for aircraft rescue and firefighting (ARFF) operations at the scene of an aircraft accident on the proper preservation of evidence. It explains the need for preservation of evidence and details operational actions which may be permitted if performed in the interest of preserving life.

Notices to Airmen (NOTAMs) for Airport Operators
This AC provides guidance on using the Notice to Airmen (NOTAM) system for reporting airport facilities changes or outages and for airport condition reporting. It explains procedures used to describe, format, and disseminate information on unanticipated or temporary changes to components of, or hazards in, the National Airspace System (NAS).
Announcement Of Availability Of Airport Self-Inspection DVD
Announces the availability of the Airport Safety Self-Inspection DVD, which replaces the previously issued videotape. It also corrects a previously released announcement, dated January 31, 2007, that was incorrectly numbered AC 150/5200-18C.
Airport Winter Safety and Operations
This advisory circular (AC) provides guidance to assist airport operators in developing a snow and ice control plan, conducting and reporting runway friction surveys, and establishing snow removal and control procedures.
