Series 150 Advisory Circulars (ACs) for Airport Projects

Provides guidance on certain land uses that have the potential to attract hazardous wildlife on or near public-use airports. It also discusses airport development projects (including airport construction, expansion, and renovation) affecting aircraft movement near hazardous wildlife attractants.

Contains guidance on complying with new Federal statutory requirements regarding the construction or establishment of landfills near public airports.

Describes the qualifications for wildlife biologists who conduct Wildlife Hazard Assessments (WHA) for airports certificated under 14 CFR Part 139 and at non-certificated airports funded by the Airport Improvement Program (AIP) or Passenger Facility Charge (PFC) Program. Addresses the minimum wildlife hazard management curriculum for the initial and recurrent training of airport personnel who implement an FAA-approved Wildlife Hazard Management Plan (WHMP).

Introduces the concept of a safety management system (SMS) for airport operators.

Provides guidance to assist airport operators in preparing for Aircraft Rescue and Fire Fighting (ARFF) communications.

Contains guidance to airport operators on developing ground vehicle operation training programs.

Provides methods for meeting the certification requirements specified in Title 14, Code of Federal Regulations, Part 139, Certification of Airports. This AC cancels AC 139/201-1, Airport Certification Manual (ACM) and Airport Certification Specifications (ACS).

Provides FAA standards and recommendations for the training of airport firefighting and rescue personnel in the proper operation and tactical use of Aircraft Rescue and Fire Fighting (ARFF) vehicles and ARFF vehicles equipped with High Reach Extendable Turret (HRETs). This guidance includes the development of department Standard Operating Guidelines (SOGs) and the development of department proficiency evaluation standards.

Provides guidance for developing and managing an airport foreign object debris (FOD) program.  In addition, this AC provides specifications for the equipment used in FOD removal operations.

The described program addresses prevention, detection, removal, and evaluation as well as strategies and practices that can help reduce FOD at airports. The guidelines presented in this AC are advisory and can be implemented at the discretion of the airport operator in accordance with the airport operator’s approved Airport Certification Manual.

This AC cancels AC 150/5380-5B, Debris Hazards at Civil Airports, dated July 5, 1996.

Contains FAA standards and recommendations for the installations of aircraft arresting systems on civil airports not owned or operated by the U.S. Department of Defense (DOD). This AC does not describe Engineered Materials Arresting Systems (EMAS). For guidance on EMAS, see AC 150/5220-22, Engineered Materials Arresting Systems (EMAS) for Aircraft Overruns.

Contains specifications and guidance for the storage, handling, and dispensing of aviation fuel on airports. Additionally, this AC provides standards and guidance for the training of personnel who conduct these activities.

Please see the associated Addendum for a list of companies offering courses of instruction in line service training as well as supervisory training that are acceptable to the Administrator. We will update the Addendum on a quarterly basis.

Reaffirms to the aviation community the FAA policy governing responsibility for funding relocation, replacement and modification of air traffic control and air navigation facilities that are made necessary by improvements or changes to the airport.

Announces the availability of RTCA, Inc., Document RTCA/DO-221, Guidance and Recommended Requirements for Airport Surface Movement Sensors, dated April 24, 1994. Provides recommended minimum performance standards for airport surface movement sensors and specifies both sensor and system characteristics that provide guidance to airport systems designers, manufacturers, installers, and users of the equipment.

Cancels AC 150/5000-13, Announcement of Availability-RTCA Inc., Document RTCA-221, dated September 7, 1994.

Explains how to obtain the latest airport-related research and development (R&D) products funded by the Federal Aviation Administration’s (FAA’s) Airports Organization. This AC describes R&D products from the FAA’s Airport Technology Research and Development Branch, the Airport Cooperative Research Program (ACRP), the Innovative Pavement Research Foundation (IPRF), and the Airfield Asphalt Pavement Technology Program (AAPTP).

Announces the availability of the Guide for Private Flyers published by the Department of Homeland Security, U.S. Customs and Border Protection (CBP). The Guide lists all U.S. international airports, designated airports, landing rights airports, and user fee airports. It also defines the term InternationalAirport and clarifies the use of the word International in an airport name. Any airport may use the word International in its name. However, only airports listed in the CBP guide are considered international airports for CBP purposes.

This AC replaces AC 150/5000-5C, Designated U.S. International Airports.

Provides guidelines for the development of State standards for and the use of State highway specifications for pavement construction at nonprimary public-use airports as provided for in title 49 United States Code (USC), Sections 47105(c) and 47114(d)(5), respectively.

Provides guidance for airport sponsors in the selection and employment of architectural, engineering, and planning consultants under Federal Aviation Administration airport grant programs.

Provides guidelines on providing airport data to the FAA  using FAA Forms 5010-3 and 5010-5.

Provides guidance, specifications, and standards for painting, marking, and lighting of ground vehicles operating in the airport air operations area (AOA). The approved lights, colors, and markings described in the AC assure the conspicuity of vehicles operating in the AOA from both the ground and the air. The AC contains new specifications and recommendations for the painting, marking, and lighting of Towbarless Tow Vehicles (TLTVs).

Provides guidance on Aircraft Fire Extinguishing Agents and provides an acceptable methodology for complying with Title 14, Code of Federal Regulations, Part 139, Certification of Airports.

Contains information, references and guidelines for construction of Aircraft Rescue and Fire Fighting (ARFF) station building design.

Provides guidance in the design of systems for interactive training of airport personnel, which are eligible for funding under the Airport Improvement Program (AIP) and with Passenger Facility Charge (PFC) revenues.
