Security Related Items in Airport Emergency Plan

Although the Airport Certification Manual (ACM) and Airport Emergency Plan (AEP) are public documents, specific information about how the airport operator responds to bomb incidents and hijacking/sabotage is considered Sensitive Security Information (SSI) under Federal Regulation 49 CFR Part 1520.7 and must not be released for public dissemination. For example, SSI information is subject to the Freedom of Information Act inquiries but is also not considered “classified information” by U.S. Government security criteria.

To comply with Federal Regulation 14 CFR Part 139.325 and not release SSI, the airport operator may make written reference to the appropriate section of the Transportation Security Administration (TSA) approved Airport Security Program (ASP) when addressing 14 CFR Part 139.325 (3)(b) (2) & (7). If the airport operator chooses to maintain the SSI in the AEP, he/she may not release these portions of their AEP to the public without approval from the TSA.
