Session B-2 (1:50-2:35)
AIP 101 – An Explanation of the Funds and How They Get Distributed

This session will focus on AIP funding from a macro point of view. The first half of this presentation will provide the audience with a detailed overview of each AIP funding category and the calculations therein. The second half will provide an overview on the process from which discretionary funding is distributed. A question and answer period will follow the presentation.

PFC-How Are We Doing & Where Are We Headed

This session has three objectives. 1. A brief statically review of the PFC program from a National and Regional perspective. 2. A discussion of new and modified Part 158 requirements affecting all Public Agencies including provisions of the Pilot Program. 3. The session will conclude with a quick summary of Public Agency requirements under Part 158.

AIP/PFC/Capital Planning Questions and Answers

This session is an open forum for issues not addressed in a formal session. FAA Management and staff working with the AIP, PFC and capital planning specialties will be participating.

5010 Publications – Understanding & Interpreting Master Record Data

An overview of the Airport Master Record, FAA Form 5010-1, use of the information contained therein, access to the data (56-day), its relationship to other publications and procedures for updating information. This session will provide information for all airport personnel who are responsible for ensuring published information is accurate.

Staying In Compliance

This session revisits the basic obligations airport sponsors typically encounter during their daily operations. Discussion includes understanding what obligates an airport, the duration of the obligations, and a quick review of the common obligations. Emphasis will be place on those obligations and issues most experienced by airports in FAA’s Southwest Region.

Airport Compliance: Considering Non-Aviation Uses of Airport Property

While airports are in the business of providing ample space for aeronautical activities, some airports may have extra space not needed for those purposes. This session discusses generally acceptable and unacceptable non-aviation uses of airport property.


Session B-3 (3:00-3:45)
Stormwater Pollution Prevention Plans and NPDES Permits

Representatives from the Environmental Protection Agency will be on hand to answer any questions you may have about the latest updates and clarifications in the National Pollutant Discharge Elimination System, including developing Storm Water Pollution Prevention Plans and how to address secondary containment of mobile fueling sources.

The speakers will be Brent Larsen and Don Smith from the Water Quality Division.

GA Airport - Preparing and Submitting Your Capital Improvement Plan (CIP)

This session will answer common questions in regards to airport capital improvement planning, such as:

Who should prepare your Airport's CIP?
What should you include in your Airport's CIP entail?
Where do you send the CIP?
When should you update your Airport's CIP?
Why do you need a CIP for your Airport?
How does the FAA use your Airport's CIP?


Session D-5 (1:00-1:45)
ALP Development for General Aviation Airports

This presentation will discuss the importance of having and using your Airport Layout Plan to meet the sponsor’s and FAA’s needs in fulfilling your capital improvement planning process and airport development.


Session E-1 (1:00-1:45)
FAA Non Federal ILS Program and Reimbursable Agreements

This session will discuss the FAA Notice/Order on Advanced Payment Requirements for Reimbursable Agreements and other general topics related to the new guidance.


Session A-5 (1:00-1:45)
Runway Safety Areas

This session will examine the history, importance, description, progress and goals of Runway Safety Area improvements in the Southwest Region.


Session D-6 (1:50-2:30)
Precision Object Free Zone

This session will present the development, implications, and implementation of Precision Obstacle Free Zones on those runways with sufficiently low enough precision instrument landing minimums to be affected in the Southwest Region.


Session E-2 (1:50-2:35)
FAA Airspace Review and Approval Process

This session includes airspace experts from FAA’s Flight Standards, Air Traffic, Flight Procedures, and airports offices. Each presenter will spend 10 minutes providing an overview of the internal FAA review process associated with airspace and obstruction evaluation requests. After the individual presentations, the panel will advise how each process interrelates to developing a final FAA determination.

Developing Standard Instrument Approach Procedures

This session will provide an in-depth discussion of the development of instrument approach procedures, items to consider, and how they are affected by airport projects.

Part 139 News and Views

This session will provide a general update on topics and issues related to FAR Part 139 airports.


Session A-6 (1:50-2:30)
Avoiding the Top 10 Trouble Spots in a 139 Inspection

This session will provide a general discussion on reoccurring issues found during Part 139 inspections.


Session E-4 (3:50-4:30)
OE/AAA

This session will review the requirements for NRA aeronautical studies and discuss basics of the OE/AAA program, including demonstration of several of the program's GIS features.


Session F-5 (1:00-1:45)
Wildlife Management

This session will discuss the DFW Airport Wildlife Hazard Management Program and the effectiveness of DFW’s efforts. The main portion of the presentation will address the background of DFW’s “grass-root” Wildlife Campaign . The campaign ‘s goal is to educate the tenants , employees and traveling public at DFW Airport about wildlife and increasing safety by reducing wildlife attractants and habitats at the airport.


Session C-1 (1:00-1:45)
Update on AC's and Engineering Briefs

This session will review the most recent revisions to the Engineering Briefs, and summary of revisions to Advisory Circulars currently underway and planned for the near future. Focus will be on those changes for 2005 and 2006.


Session C-2 (1:50-2:35)
P-401 & P-501 Quality Control Acceptance Criteria and Payment Factors

This session will review the engineering and statistical analysis used to determine acceptable and rejectable quality levels and the specification tolerance limits. Also, will include responsibilities for quality control and acceptance testing.


Session C-5 (1:00-1:45)
Paint & Bead Specifications, Fencing Specs, Non-destructive Testing and Pavement Surface and Evaluation Rating (PASER)

This session will discuss some of the more frequently asked questions about FAA specifications, from airport operators and consultants. Paint and PASER will be the primary focus.


Session D-2 (1:50-2:35)
State System Planning

This session will provide an overview of Oklahoma's Airport System Planning activities. It will describe the scope and methodology used to develop and approve their initial plan along with their continuous planning efforts in the areas of safety awareness and pavement condition.

This session will also serve to provide a basic understanding on how continuous system planning assists decision-makers in the capital planning process.

FAA's Interaction with General Aviation Airports

The session will present FAA's role in the GA environment and our expectation of what GA airports should be doing in order to maintain a good working relationship with the FAA.


Session A-2 (1:50-2:35)
Emergency Plans/Class II-IV Airports

This session should be of particular interest to Class II, III, IV airports that must meet FAA’s June 9, 2006, deadline for AEP submittal.
