World Aero Data -- Pakistan Airports
1. All private and nonscheduled commercial aircraft overflying or landing for commercial purposes must obtain prior permission, operation permit, or appropriate license from the Director General of Civil Aviation Authority, 19 Liaquat Barracks, Karachi 4, Pakistan (Telegraphic Address: CIVILAIR; Telex: 25534 CAA /PK/).
2. Requests should be submitted 2 to 3 weeks prior to departure with a minimum advance notice of 96 hours required. Refueling stops also require 96 hour advance notice prior to departure.
3. Notifications should include:
a. Name of operator.
b. Type of aircraft and registration marks.
c. Dates and times of arrival and departure in Pakistan.
d. Places of embarkation and disembarkation of passengers and cargo aboard.
e. Purpose of flight.
f. Number of passengers and type and amount of cargo.
g. Name, address, and business of charterer, if any.
h. Complete route of flight.
i. Fuel and facilities requirements.
j. All other details pertinent to the flight operations.
4. In general, the Director General of Civil Aviation Authority permits all private aircraft landing and transit rights as long as they comply with international regulations and with Pakistani Customs and immigration laws. However, unscheduled flights are usually not permitted to operate at night and private aircraft are not allowed to fly over restricted areas.
Cabotage not permitted for residents or nonresidents. If foreign operator can show that no Pakistani-registered operator is able to perform the in-country carriage, he may apply for special permission from the Director General of Civil Aviation.
Any aircraft not engaged in scheduled air transport flying over or across Pakistan shall make a landing both on outward and inward journey at either Karachi or Lahore, and shall proceed onwards only upon issuance of a clearance certificate by an officer so authorized by the Central Government.
