All private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file at least 2 hours prior to arrival (24 hours prior for flights into Dubai). 2. Nonscheduled commercial flights landing for commercial purposes must obtain prior permission from the appropriate authority at least 2 working days prior to arrival. 3. All requests must include: a. Name and address of aircraft operator. b. Type of aircraft and registration marks. c. Dates and times of arrival and departure and airports to be used. d. Duration of stay. e. Place of embarkation/disembarkation abroad of passengers and cargo. f. Number and nationality of passengers and type and amount of cargo. g. Purpose of flight. h. Name, address, and business of charterer, if any. 4. Permission for flights, when required, must be submitted, as applicable, to: a. Director of Civil Aviation, P.O. Tourist visa requires a typed letter from the applicant’s employer indicating type and length of
position held or, for students/homemakers/retirees, bank statement proving sufficient funds for stay. Business visas issued only by UAE Embassy and require company letter and sponsor in UAE to send a
fax or telex to UAE Embassy confirming trip and accepting financial responsibility. Single-entry visa, valid within 2 months from the date of issuance, for stay of up to 30 days, $51 processing fee.
Multiple-entry visa (for business only), valid up to 10 years from date of issue for maximum stay of 6 months per entry, no fee. Transit visa must be obtained in advance (through travel agency,
hotel, or company in UAE), valid for a stay of up to 15 days. To receive a visa, submit 2 application forms, 2 photos, and prepaid envelope for return of passport by certified/registered mail (typed,
