An operative body of SAC responsible for issuing permission for using Belarus airspace is the State Enterprise The Flight Coordination and Control Center, hereinafter referred as FCCC. Flight schedules of foreign aircraft carried out according to International Air Traffic Agreement, signed by Republic of Belarus, should be submitted by all airlines (aviation establishments) to FCCC not later than 14 days prior to their coming into force, in strict accordance with RPI Doc. ICAO 4444 form. A single change in schedule should be submitted to FCCC (as well RPL form) not later than 7 days prior to its coming into force. 3. Requests for carrying out nonscheduled flights along international airways as well as to airports opened for international flights should be submitted to FCCC not later than 3 working days (except Saturday and Sunday) before operation date and between the hours 0600-1500 UTC in accordance with Form 2 of this letter, if there is no bilateral agreement determining other terms. 4. Requests for the same flights as in three (3) but connected with the conveyance of a Head of State or Government and delegations headed by them as well as Ministers of Foreign Affairs and Defense should be submitted to FCCC via the Ministry of Foreign Affairs of the Republic of Belarus not later than 5 working days (except Saturday and Sunday) prior to the beginning of the planned flight with indication in Form 2 the status of the main passenger (item G). 5. Requests for flights of foreign aircraft (except air balloons) outside international airways as well as flights to airports closed for international flights should be submitted to FCCC not later than 5 working days (except Saturday and Sunday) before the beginning of the planned flight. 6. Requests for balloon flights should be submitted to FCCC not later than 30 days before operation. 7. Request for carrying out single search and rescue or ambulance flights should be submitted to Belaeronavigatsia and FCCC to the extent of necessity with telephone coordination. 8. For each request FCCC grants permission which is valid 24 hours from the moment of estimated time of entry into the airspace of Belarus according to the request. The permission number should be specified in field 18 of FPL. 9. Information about movements of concerned aircraft (APL, RCF, FPL, DLA, CHG, DEP, ARR, CLP) should be sent to addresses specified by ICAO Doc. 4444. 10. VFR flights of foreign aircraft outside international airways as well as flights to airports closed for international flights may be carried out only with a navigator on board. 11. Application for permission to carry out flights within the Republic of Belarus airspace. 12. The application shall contain the following information: a. Name of enterprise, airline (3-letter ICAO designation), its address and State of registry. b. Registration marks, type, maximum take-off mass of aircraft and ICAO aircraft designation according to ICAO Doc. 8642. c. Flight number and category (charter, ambulance, special or others), purpose of flight. d. Aerodrome, date and estimated time of departure (UTC). e. Time (UTC) of points of entry to/exit from the Republic of Belarus' airspace, flight route with the Republic of Belarus' airspace. f. Aerodrome of destination and estimated time of arrival (UTC). g. Presence of VIP aboard the aircraft (with indicating person's status). h. Equipment: communication, navigation. i. Additional details (arms and dangerous cargo on board). j. Organizations (persons) in the Republic of Belarus, which are interested in the forthcoming flight. k. Form of payment of services and State charges: - in cash (indicating the currency). - by written order (indicating payer's address, bank and number of account). 13. Passport and visa required. Business visa requires 1 application form, 1 photo, and letter of invitation from a Belarusian organization, company
or agency. Visitor visa (for stay of up to 30 days) requires 1 application form, 1 photo, and confirmation from receiving tourist organization in Belarus. Transit visa is required when traveling
through Belarus. The visa processing fee single-entry visas is $100 for 5 working days, and $180 for next day processing. Fees must be paid by money order or cashier’s check only. If applying
by mail, enclose SASE or prepaid airbill. AIDS test required for persons staying longer than 3 months; tests taken in the U.S. are acceptable. For information about student visas and other questions,
