Private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file. 2. Nonscheduled commercial aircraft landing for commercial purposes must obtain prior permission from the Civil Aviation Administration, P.O. Box 50, 01531 Vantaa, Finland (TELEGRAPHIC ADDRESS: CIVILAIR HELSINKI/FAX: 358-9-8277-2091) at least 48 hours prior to departure for flights from the European-Mediterranean area and at least 12 weeks prior to departure for flights from outside of the European-Mediterranean area. All applications must include: a. Name and address of aircraft operator. b. Aircraft type, nationality and registration marks. c. Complete route of flight, including airports and times of departures and arrivals. d. Airports where passengers or cargo will be loaded or unloaded. e. Number of passengers and type and amount of cargo. f. Purpose of flight. g. Name and address of charterer, if any. h. Proof of passenger and third party liability insurance. i. For inclusive tour flights, include details regarding program, terms, pricing and nature of guarantees to protect passengers in the event of delay. 3. Charter flights and a series of nonscheduled flights, of which more than 4 flights occur within 2 consecutive calendar months, are subject to special regulation. Information concerning these regulations and application forms may be obtained from the Civil Aviation Administration. 4. Passport required. Tourist/business visa not required for stay of up to 90 days. (90-day period begins when entering Schengen countries.) (For
