The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. Private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file.

     2. Private aircraft weighing more than 12,500 lbs. and nonscheduled commercial aircraft carrying cargo only, landing for commercial purposes, must obtain prior permission from the Director de L'Aviation Civile, B.P. 644-97262, Fort de France CEDEX, Martinque Island, French Antilles (Telegraphic Address: AVIACIVIL FORT DE FRANCE; Telex: 912356 DIRAC) at least 30 days in advance of flight (48 hours if by telegraph). All requests must include, as applicable:

       a. Name of company.

       b. Type of aircraft and registration marks.

       c. Complete route of flight.

       d. Place of departure and date, time and airport of arrival.

       e. Number of passengers.

       f. Lodging arrangements.

       g. Type and amount of cargo.

       h. Consignee of cargo. For a series of more than four cargo flights, requests must be submitted at least 30 days in advance of the first flight.

     3. Nonscheduled commercial aircraft carrying passengers and landing for commercial purposes must request in writing (submitted in triplicate) at least 1 month in advance for a single flight and 3 months in advance of the first of a series of more than 2 flights for prior permission from the Secretariat General a l'Aviation Civile, Direction des Transports Aeriens, Sous-Direction des Affaires Internationales, 48, Rue Camille Desmoulins, 92130 Issy - les - Moulineaux (Telegraphic Address: AVIACIVIL PARIS; Telex: Dirtraer 643153. Fax: 01 41 09 3865. RSFTA: LFPSYAYT) with a copy of the request forwarded separately to the Direction de L'Aviation Civil, Fort de France, Martinique Island, French Antilles. All requests must include:

       a. Name of aircraft operator and owner, if different.

       b. Type of aircraft and registration marks.

       c. Complete route of flight.

       d. Date, time and airport of arrival.

       e. Purpose of flight.

       f. Number of passengers.

       g. For contributory group charters and air travel clubs, the name and address of charterer, cost per passenger, and if passengers have been members of the club, firm or association for more than 6 months.

       h. For inclusive tour charters, include the itinerary for the entire trip, from point of origin to final destination, the duration of the entire trip, and the length of stay in each territory under French jurisdiction.

       i. For all flights, include lodging arrangements, if possible, while in French territory. All requests must include the name, address and signature of the person initiating the request.
