The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. Private Flights. Private flights to Haiti must notify the Office National De L'Aviation Civile 24 hours in advance with the following information:

       a. Pilots name.

       b. Type of aircraft and registration marks.

       c. Total number of people on board.

       d. Airport of departure.

       e. Date and estimated time of arrival.

       NOTE- This notification must be followed by a flight plan before take-off.

     2. Nonscheduled Flights. A private operator who intends to make one or a series of nonscheduled flights into Haiti for commercial purposes should apply to the the Office of Civil Aviation at least 48 hours in advance of the intended landing. The application for permission must include the following information:

       a. Name of operator.

       b. Type of aircraft and registration marks.

       c. Date and time of arrival/departure.

       d. Place or places of embarkation/disembarkation of passengers and/or freight.

       e. Purpose of flight and number of passengers and/or nature and amount of freight.

       f. Name, address and business of charterer, if any.

     NOTE- An operator who intends to carry out one or a series of nonscheduled flights in transit through, or making non-traffic stops in the territory of Haiti, may do so without obtaining permission.

     4. Passport required. Visa not required for tourist/business stay of up to 90 days. 4. Special Notices

     1. Flights across the Haitian-Dominican border must cross at altitude of 10,000 ft. or above. Flights below this altitude should avoid the border by flying route B-20.

     2. The United States, implementing U.N. and O.A.S. resolutions, has adopted economic sanctions against Haiti. Most commercial trade other than humanitarian and basic food items is currently prohibited and sanctions may be expanded to limit certain types of flights to and from Haiti. U.N. sanctions on petroleum imports currently in force limit the availability of aviation fuels in Haiti.
