The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. Private and nonscheduled commercial aircraft need not obtain prior permission to overfly or land for noncommercial purposes; however, advance notification must be provided by filing a copy of a flight plan with the Japan Civil Aviation Bureau (JCAB).

     2. Nonscheduled commercial aircraft landing for commercial purposes must obtain prior permission at least 10 days in advance of departure from the International Air Transport Division, Japan Civil Aviation Bureau, Ministry of Transport, 2-1-3, Kasumigaseki, Chiyoda-ku, Tokyo 100-13 (Telephone: 81-3-3580-4809; AFTN: RJTDYAYX).

     3. All requests must include:

       a. Name, address, and nationality of operator.

       b. Category type, manufacturer, serial number, nationality, and registration number and radio call sign if any of the aircraft.

       c. Name and addresses of the airports to/from which the flight is to be taken.

       d. Purpose of flight.

       e. Dates and times of the flight.

       f. Name, credentials, and nationalities of the pilot-in-command; names, credentials, and nationalities of the crew members.

       g. Name and nationalities of the passengers.

       h. Type and amount of cargo.

       i. Classification and amount of fares, rates, or changes of passengers or cargo.

       j. Complete route of flight, including intermediate stops from point of origin to final destination.

       k. Name and address of the designated office or agent in Japan.

     4. Private and nonscheduled commercial aircraft landing for noncommercial purposes must also obtain prior permission to land from the JCAB (same address as previously mentioned). All pertinent flight information aforementioned (items a thru k) must be included in the request. If New Tokyo International Airport (Narita) is unavailable for landing and parking, then other international airports throughout Japan can be used if permission to land is granted 10 days prior to departure from the JCAB.

3. Corporate Aircraft Constraints

     No constraints, but Narita Airport and Kansai Airport are open to general aviation aircraft only with the approval of Ministry of Transport.

4. Special Notices

     1. Aircraft landing at New Tokyo International Airport and Kansai International Airport must make advance arrangements for time slots to land, park and depart. Arrangement must be made through the New Tokyo International Airport Authority, P.O. Box 80, New Tokyo International Airport, Narita City, Chiba Prefecture 282-8602, Japan; Telegraphic (AFTN) RJAAYDYX; Telephone: 81-476-32-6410 (ops); 81-476-32-2012 (Admin) and Kansai International Airport Corporation, Ltd (KIAC), 1 Senshu-Kuko-Kita, Izumisano-City, Osaka Prefecture, 542 Japan; Telegraphic (AFTN) RJBBYDYX; Telephone: 81-724-55-1334 (ops); 81-724-55-2221 (Admin).

     2. Old Tokyo International Airport will not be considered for use by private and nonscheduled flights unless New Tokyo International Airport is unavailable for use.

     3. Due to noise abatement procedures, no take-off and landing shall be permitted at Osaka International Airport during the hours of 1300-2200 UTC with the exception of aircraft in an emergency or in an unavoidable situation.
