Prior to entry into Lebanese airspace, a flight plan must be on file with the Directorate General of Civil Aviation, Beirut International Airport, Beirut, Lebanon (Telegraphic Address: CIVILAIR BEIRUT or DACIL BEIRUT; Telex: 20314 LE/AFTN:OLDDYA). 2. The following flight categories require prior permission: a. Nonscheduled commercial flights landing for noncommercial purposes. b. Nonscheduled commercial charter operations (landing to load or unload cargo or passengers). c. Air travel club operations (landing for tourism purposes). d. Landing of foreign registered aircraft. e. Private aircraft landing. 3. Submission of requests by civilian aircraft operators. All aircraft belonging to non-ICAO member states must submit landing requests through diplomatic channels. Civilian aircraft belonging to ICAO member states need not submit landing requests through diplomatic channels. Military and government aircraft must submit such requests through diplomatic channels. Private Flights: 1. Prior permission is required for private aircraft desiring to land at Beirut International either to disembark or to pick up passengers. Request in this respect should indicated names, nationalities and titles of such passengers together with purpose of flight and name of charters of aircraft, if any. 2. Other information. a. Lead time. Applications must normally reach the Directorate General of Civil Aviation in Beirut: (1) At least 48 hours prior to take-off for aircraft belonging to operators not operating scheduled services into Lebanon. (2) In exceptionally urgent cases, the above periods may be reduced to 12 hours; no lead time is required for technical stops. b. When carrying out a series of nonscheduled flights over Lebanese territory, an operator may request clearance for the whole series of flights. c. The temporary aviation permit issued at the request of an operating carrier or aircraft owner will be valid for a period of 48 hours before and 72 hours after the date of issuance of the permit except when otherwise stipulated in that permit. If it becomes necessary to utilize the permit beyond these limits, a notification to that effect giving the new details as modified will be required. d. In case the type of aircraft or registration mark is changed by the operating company or aircraft owner due to technical or other reasons after the initial application has been filed, a notification to that effect will be required. e. the filing of a flight plan with air traffic control is sufficient except as noted in (2) above for non-ICAO, military and government aircraft. f. Applications for landing permission of nonscheduled and private aircraft, which should be sent to the Directorate General of Civil Aviation at the above address, must include: (1) Name and nationality of operating company. (2) Type of aircraft and registration marks. (3) Name of pilot and number of crew. (4) Date and time of overflight or of arrival at and departure from Lebanese airports. (5) Route of flight including origin and final destination, last airport before entering Lebanon, next airport after exit form Lebanon. (6) Purpose of flight. (7) Number of passengers or nature and amount of freight. (8) Name, address, and business of charterer. g. Documentary requirements for clearance of aircraft. Upon arrival of aircraft to Beirut International, one copy of the load sheet is required to be submitted to the airport operations authority. Moreover, the following documents also require clearance from immigration authority, the airport operation authority, and public health authority: one copy of the general declaration, a copy of the passenger manifest, and a copy of the cargo manifest. h. The largest/heaviest aircraft (120,000 kgs per single wheel) can land and takeoff at Beirut International. i. Noise abatement requirements. Approach over BOD at or above 1400 feet. j. 24-hour immigration and customs services are available. k. If the aircraft operator is also the pilot, he can use his license as a visa; otherwise, he must have a visa prior to arrival in Lebanon airport. Passport: 1. Passport and visa required. U.S. citizens staying no longer than 1 month (extendible up to 3 months) can obtain their visa upon arrival in Lebanon
(no fee). For longer stays, obtain visa must me obtained from the Lebanese Embassy or Consulate. Visa requires 1 application form, 2 photos, and cover letter detailing length of stay. Fee for
single-entry visa is $35 and $70 for a multiple-entry visa. Fees must be paid by money order payable to the Embassy of Lebanon. Business visa requires company letter stating purpose of travel. AIDS
test required for those seeking residence permits; U.S. test is accepted. Minors need authorization from both parents (a notarized parental consent form/letter) to enter Lebanon. Note: All visa
applicants holding an Israeli visa on their passport at time of applying for visa or arrival in Lebanon will not be granted a visa and/or be admitted to Lebanon without the prior approval of the
