The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. Private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file with ATC.

     2. Nonscheduled commercial flights landing for commercial purposes must obtain prior permission from the Ministry of Transport, 19-21 Boulevard Royal, Luxembourg (Telegraphic Address: CIVILAIR LUXEMBOURG; Telex: 3464 ECOLU) at least 72 hours prior to departure for cargo and inclusive tour charter flights remaining for less than 6 nights. Inclusive tour charters remaining for 6 nights or more and flight providing transportation by aircraft, the contents of which are not resold to the public (such as air travel clubs, affinity charter, etc.), are subject to special regulation. Information concerning these flights and application forms are available from the Ministry of Transport.

     3. All requests submitted must include, as applicable:

       a. Name and commercial address of operator.

       b. Type, registration marks, and seating capacity of aircraft.

       c. Route of flight, dates, and times of arrival, departure and final destination.

       d. Purpose of flight.

       e. Name and address of charterer.

       f. Number of passengers.

       g. Type and amount of cargo.

       h. Evidence of insurance coverage for passengers and third parties on the ground.

       i. Copy of the charting contract.

       j. Advertising by which made known to the public (folders, brochures).

       k. For the transport of goods subject to special regulations, (i.e., explosives), include a copy of the official authorization.

     4. Passport required. Visa not required for tourist/business stay of up to 90 days. (90-day period begins when entering Schengen countries.) 4. Special Notices

     Take-offs and landings are prohibited between 2200-0500 UTC. However, regular flights behind schedule are permitted to land until 2300 UTC. Deviations may be granted from these restrictions for noncommercial flights.
