The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. All private and nonscheduled commercial aircraft overflying or landing for technical or noncommercial purposes, or for commercial purposes for the first time, must obtain prior diplomatic clearance from the Philippine Department of Foreign Affairs (DFA). Permission may be requested through local firms acting as representatives or supplying aircraft services, through Philippine diplomatic or consular offices abroad or, if necessary, for U.S. registered aircraft only through the American Embassy in Manila for relay to approving officials. Applications for clearances must be received by the Department of Foreign Affairs at least seven working days in advance of the proposed flight. Once a clearance is issued, strict adherence to the itinerary is requested, and any changes in flight schedule of more than 24 hours or in data provided must be reported at least 24 hours in advance to the Philippine Air Force, Division Commander, First Air Division, Colonel Jesus A. Villamor Air Base.

     2. All requests must include:

       a. Aircraft registration marks and radio calls, if different.

       b. Owner of aircraft.

       c. Type of aircraft.

       d. Departure point and date and time of departure.

       e. Planned route.

       f. Time of penetration of Philippine ADIZ and time over checkpoints.

       g. Name and citizenship of pilot and crew.

       h. Purpose of flight, number of passengers and/or description and weight of cargo.

       i. Name of local agent, if any.

       j. Name, address, and business of charterer, if any.

       k. Requirements for fuel and lubricants while in the Philippines, specifying type and quantity desired.

       l. Certification from operator that the aircraft will follow the approved route, that the aircraft will be used only for the purpose stated, that while over Philippine territory, the aircraft will maintain radio contact with the Air Transportation Office facilities and will follow instructions and that if intercepted by air defense units, the aircraft will follow their instructions.

     3. Nonscheduled commercial flights discharging or picking up revenue passengers, cargo, or mail in the Philippines must have a permit from the Philippine Civil Aeronautics Board. Requests therefore must be submitted at least 7 working days in advance to said agency at PPL Building, 1000 United Nations Avenue, Manila (Telegraphic Address: AVIOBOARD MANILA; Telex: None) and include the information as listed above.

     4. All requests for aircraft entry, whether for noncommercial or commercial purposes, shall be made in triplicate, one copy to the Division Commander, First Air Division, Philippine Air Force, Villamor Air Base and the other to the Chief, Aviation Safety Division, Air Transportation Office, Manila Domestic Airport, Pasay City.

     5. Passport and onward/return ticket required. For entry by Manila International Airport, visa not required for transit/tourist stay of up to 21 days. A visa is required for longer stays and business. Visas require 1 application form, 1 photo, onward/return ticket, and $30 fee for single-entry and $60 or $90 fee for multiple entries. Company letter needed for business visa. A Passenger Service Charge, 550 pesos ($11.00 US), must be paid in Philippine pesos when departing the country from international airports. 4. Special Notices

     All IFR rated passenger carrying aircraft below 5,682 kg (12,500 lb) gross weight on a flight in excess of 1 hour duration, regardless of type of flight plan filed, shall be provided with a rated co-pilot on board.
