The categories of airports are:

M-Major

International airports of entry and departure where all formalities incident to Customs, Immigration, Health and similar procedures are carried out, and which are open to scheduled and nonscheduled flights.

R-Restricted

International airports of entry and departure at which the formalities incident to Customs, Immigration, Health and similar procedures are made available on a restricted basis, to flights with prior approval only.

A-Alternate

International airports specified in the flight plan to which a flight may proceed when it becomes inadvisable to land at the airport of intended landing.

N-Nonscheduled

International airports at which approval may be granted, provided the prescribed prior notice is given, for international nonscheduled flights only; no other form of international operation is permitted.

E-External

International airports of entry and departure for international air traffic located in an administered territory, where all formalities incident to Customs, Immigration, Health and similar procedures are available.

2. Further Entry Requirements

     1. Civil aircraft engaged in international flights, landing/departing from the Romanian territory must first and finally enter/depart from one of it's international airports. Application for permission for entry into Romanian territory (overflight or landing) of private, business and nonscheduled aircraft must be addressed to: Civil Aeronautical Authority, Department of Civil Aviation, Soseaua Bucuresti-Ploiesti, KM 16.5 and must be submitted by telex as follows: AFTN: LRBBYRYR and LRBBZHZH or SITA: BUHYRRO and OTPZHRO or (Postal Code: 11181 AIRBUH R.)

     2. For landing application, request also must be addressed to (AFTN) LROPROTI and (SITA) OTPKHRO.

     3. Generally, for all flights, except for those carried out by international agreement (when prior notification must be received at least 24 hours before the expected time of departure), permission must be requested three days in advance when the number of flights is fewer than three, and at least 30 days before the day established for beginning the flights when the number of flights is four or more.

     4. All requests for nonscheduled flights must include:

       a. Operator's name (operators name if a private flight), nationality, and address.

       b. Type of aircraft, registration marks, and maximum take-off weight (the latter is not necessary if data concerning the aircraft have already been sent).

       c. General itinerary of the flight, points of entry and exit points, and route to be followed over Romania, as well as landing, take-off points in Romania, and UTC estimated times.

       d. Purpose of flight, number of passengers, and nature and quantity cargo.

       e. Aircraft charterer, if any, and transport destination.

       f. Flight number.

       g. Two copies of the charter or transport agreement enclosed with the application.

     5. For private flights, the above requirements for nonscheduled flights apply, with the exception of requirement g, which is eliminated, and requirements e and f, which change as follows:

       a. Organization/enterprise/person to be contacted in Romania.

       b. Ground handling requirements (fuel, ground equipment needed, and other specific technical needs, etc.).

     6. The DCA may request any other additional information it considers necessary. Operation is carried out only after permission is granted by the DCA. For each individual flight, the concerned operator is required to file a flight plan at least three hours before take-off.

     7. Passport required. Visa not required for a stay of up to 30 days. For stays exceeding 30 days, obtain visa in advance. Visa requires letter stating purpose of travel, duration, departure and return dates, and a SASE for return of passport by mail.
