All nonscheduled commercial flights overflying or landing for commercial or noncommercial purposes must obtain prior permission at least 5 working days prior to departure from the Directorate General of Civil Aviation, Department of the Ministry of Transportation and Communications (Telegraphic Address: DIRAVIAMET KIGALI; Telex: None). Private flights must obtain prior permission as noted, but at least 3 copies must be submitted to the American Embassy, B.P. 28, Kigali, Rwanda (Telegraphic Address: AMEMBASSY KIGALI; Telex: None), 3 working days in advance. 2. All requests, private and commercial, must include: a. Name of aircraft owner. b. Type of aircraft. c. Radio call-sign. d. Country where aircraft registered. e. Name of aircraft commander. f. Number of crew members. g. Number and names of passengers. h. Type and amount of cargo. i. Dates and times of arrival at and departure from Kigali Airport or, for overflights, coordinates of the points aircraft will cross Rwanda's Boundary. j. Place of origin and destination of flight. k.
