|
The
Research and Requirements Development Directorate is responsible
for establishing FAA tools for mission analysis and service
analysis, creating Corporate-level mission analyses, providing
assistance for service-level mission analyses, developing
ATS measures that monitor progress toward meeting operational
benefit from F&E programs, and the prioritization/formulation
of the ATS sponsored elements of the Facilities and Equipment
(F&E) and Research, Engineering, and Development (RE&D)
budgets. The Directorate serves as the liaison with internal
and external FAA customers for requirements, policy and
processes, coordination and planning, and monitors the NAS
configuration management activities to ensure support of
ATS strategies. ARQ also leads ATS in the planning and prioritization
of human factors and research programs, safety assessment
and assurance, and mission analysis.

| Architecture
& Financial Services (ARQ-100) |
- Leads
ATS in architecture development for the NAS. Ensures that
ATS prioritization criteria and NAS level cost and performance
data are captured.
- Budget
focal point for all ATS sponsored initiatives included
in the Facilities and Equipment (F&E) formulation
and execution process. Represents ATS interests on the
SEOAT Analytical Team (SAT).
- Co-leads
the Budget Integration Team (BIT). Responsible for the
formulation and execution of NAS Plan Hand-Off funding
required to transition systems into the Operations funding
account for life-cycle management.

Leads the coordination and oversight of ARS Operations
budget formulation and execution process.
- Responsible
for contract administration of all ARS contracts including
regional NISC support to ATS-510 offices
- Manages
the ARS travel office, responsibility for processing and
tracking all travel requests, authorizations and vouchers.

Leads ARS' efforts in Fee for Service program with AML.
Processes the Universal Service Agreements with AML and
tracks all ARS expenditures against he USA. Creates reports
for all management levels.

| Strategic
Research and Management Analysis (ARQ-200) |

Strategic Research and Management Analysis (ARQ-200)
- Provides
management and oversight of ATS research programs
- Identifies
research needs, strategic requirements, and long-term
vision for air traffic control and air traffic management
- Manages
human factors research to meet current and future needs
- Serves
as ARS focal point for Lifecycle Management policy, process
improvement, requirements tracking, participation on the
ASAG, website maintenance for ARQ, and support for executive
boards led by ARQ senior management
- Represents
ATS to the:
o Research, Engineering, and Development Research Management
Board
o FAA/NASA Interagency Integrated Management Team (IAIMT)
o Eurocontrol/FAA research cooperative committee
- Sponsors
the Joint University Program
- Collaborates
with internal and external research organizations to identify
state-of-the-art technologies and procedures, as well
as future technologies for consideration in meeting the
goals of ATS
- Develops
ATS long-term vision and strategic requirements
- Conducts
human factors analyses and provides recommendations and
guidance to achieve safety, mobility, and system efficiency
goals throughout the lifecycle management process
- Conducts
annual and on-going assessments of the need for human
factors professionals by user representatives and aligns
resources to meet those needs
- Serves
as human factors technical expert on Integrated Requirements
Teams
- Manages
performance under the human factors implementation plan
for ATS
- Develops
the strategic plan and performance measures for research
programs sponsored by ATS

| Mission
& Requirements Analysis (ARQ-300) |
- Develops
corporate-level requirements for the NAS, including aligning
service goals and identifying redundancies, duplicate
benefits, gaps and service area overlaps
- Assists
in the development of service/area level requirements
- Develops
FAA standards and tools for mission and service analysis,
including:
o Updated Mission Need Statement
o Concept of Use
o Initial Requirements Document
o Finalized Initial Investment Analysis Plan
o Service Delivery Management Plan
- Establishes
high level measures to determine progress toward achieving
operational benefit from F&E programs
- Participates
with partners and stakeholders in the development of requirements
and mission analysis
- Provides
guidance for variation in mission need analysis approach
and Mission Need Statement format due to program size,
complexity, impact of service, R&D status and Congressional
mandate
