NARRATIVE: FAA Administrator Jane Garvey will speak at ceremonies Monday, Dec. 20, honoring Federal Aviation Administration controllers and technicians at El Paso International Airport who have successfully integrated STARS as the nation's first major upgrade of air traffic control equipment. STARS is the acronym for Standard Terminal Automation Replacement System and represents a major turnaround in the FAA's modernization program. It will eventually replace equipment at all FAA terminal air traffic control facilities in the United States and El Paso is the first facility to get STARS and start using it to control air traffic. Monte Belger, acting deputy administrator, and other officials will accompany Ms. Garvey, who will tour the facility and speak at the 1 p.m. ceremony. Airport and city officials are expected to attend.
