New Faces in New Places...

Human Resource Management Division Announcements

Patricia Healey is the new branch manager of Personnel Services Branch. Ms. Healey was supervisor of the Benefits Section since 1989. Ms. Healey joined the FAA in 1985 as a staffing specialist of the Human Resource Management Division and later became the Eastern Region's Retirement Officer in 1987. Her tenure with the FAA is highlighted by a variety of accomplishments which include special projects within Eastern Region and Washington Headquarters, participation and development of national performance programs and development of the HRM national training and development program which is designed to provide cross training to the HRMD staff. Through the years, Patricia Healey has been greatly involved in the field of employee benefits. She taught and developed various courses; taught employee benefits and retirement processing nationally and worked on the FAA Buyout Strategic Planning Team where she was instrumental in developing the FAA's toll-free Retirement Estimate system.

Ms. Healey's career began in 1974 when she was a clerk- stenographer for the U.S. Civil Service commission (now known as the Office of Personnel Management). She later became the assistant to the Veteran's Federal Employment Officer, and obtained the responsibility of the recruitment and placement of the handicapped. Eventually, Ms. Healey rose from a personnel assistant to a staffing specialist taking on the duties of recruitment, merit promotion, personnel management and classification. Her efforts enabled her to become the first GS-7 employee at OPM to be selected as the Personnel Officer of the New York Region in 1985.

Needless to say, "Pat" Healey is looking forward to the challenge of being the Personnel Branch manager.

Gloria Quay is the new manager of the Labor Relations and Employee Development Branch of HRMD. She was the manager of the Personnel Services Branch since March 1995 and prior to that time, she held managerial positions in Employee Benefits and Classification Branch and the Employee Development Branch. She began her FAA career over six years ago.

Prior to the FAA, for over 20 years, Quay was a operations manager with the Social Security Administration.

Regarding her promotion she mentioned that she "really enjoys learning more about labor relations work and is interested in getting back to employee development."


Flight Standards Division's New Cabin Safety Inspector

There are four individuals in the Cabin Safety Program in the Eastern Region. Patricia Mattone of the Flight Standards Division is the program manager and the other cabin safety inspectors are Ellen Steeb at Pittsburgh FSDO and Yvette Hau at NY FSDO. Congratulations to Judith Palmer who is the new cabin safety inspector at Washington FSDO. She is a native of the San Francisco Bay area who moved eastward to begin her career in aviation. It began in 1973 when she joined United Airlines as a flight attendant and eventually became a trainer which gave her the opportunity to qualify newly graduated flight attendants. For a period of time she commuted from the Netherlands. After a ten-year span she left to become a stockbroker and a manager of a travel agency and later joined Eastern Airlines as a flight attendant. Within a few months she was promoted to quality assurance and inflight supervisor. Among her various duties, Palmer developed specialized training programs and assisted with manual revisions. She continued her career with World Airways after Eastern's demise. She started as a flight attendant then became the manager of Inflight Services and Training which gave her a perspective on supplemental air career structure in which she was involved in the start-up. The air carrier's certificate was obtained within a year with help from Patti Mattone and FSDO-27. With her expertise, she completed another start-up. Judi's responsibilities at World Airways were varied. In addition to writing many programs for the airlines, she trained the initial cadre of flight attendants. She repeated these responsibilities at Atlantic Coast Airlines and later joined UltrAir, MGM Grand Air and Valujet as a flight attendant before pursuing a career with the FAA. Ms. Palmer indicated that she is glad to be selected for the cabin safety position.
