Nicholas M. Lomangino, M.D. heads the Eastern Region Aviation Medical Division as Regional Flight Surgeon.
He came to the FAA with a vast amount of experience. Some of the highlights are medical director of an occupational health clinic for six years and he served as a medical resource for several airlines, aviation service organizations, various police agencies, the US Public Health Service and the US Post Office. In 1990 he was appointed as a senior aviation medical examiner for the FAA and he performed pilot examinations for the JCAB and the CAA, (the Japanese and United Kingdom equivalents of the FAA).
Dr. Lomangino served the airport community by participating in Operation Safe, medical support for the United Nations 50th Anniversary. He served in the US Air Force Reserve Medical Corps and completed the US Air Force School of Aerospace Medicine-Flight Surgeon Program. As a veteran of Operation Desert Shield/Storm, he served as Chief of Flight Medicine while stationed in Saudi Arabia. He is board certified in internal medicine and completed fellowships in Hematology and Blood Transfusion Medicine of the Blood Bank Director's Program. He has been a certified Medical Review Officer for the DOT Drug Testing Program since 1992 and served as the medical review officer for several airlines, bus and trucking companies. He is certified to train breath alcohol calibration technicians.
Dr. Lomangino received his medical degree in 1983 and completed an internal medicine internship and residency in 1987.
Jeanne Rafferty, R.N. Occupational Health Nurse Aviation Medical Division
Darla E. Richter broke another historic gender barrier when she was appointed first woman president of the Buffalo Aero Club. "It's a long time coming," Richter said. She is the first woman to hold such a prestigious position since its 86-year history which is the oldest aero club in America, the second oldest being the Aero Club in France.
Ms. Richter began flight training in the fall of 1975 at Buffalo Airport, employed as a registered nurse and eventually earned her commercial pilot's license. She worked as a flight instructor at Buffalo Air Park and in 1981, the FAA designated her as a safety counselor with the Rochester NY FSDO. She became an air traffic controller at Buffalo ATCT in 1983. For a period of time she was a quality assurance training specialist and then she returned to air traffic control. Currently, she is the NATCA safety representative at the tower.
Ms. Richter is currently a member of the Aircraft Owners and Pilots Association; National Aeronautic Association; Experimental Aircraft Association and chapter chairman of the International Organization of Women Pilots (99s). As an expert pilot, she flies her own airplane.
Civil Aviation Security Division Conference for Passenger Air Carriers and Freight Forwarders
The Civil Aviation Security Division sponsored a conference for representatives of passenger air carriers and freight forwarders at the nearby Ramada Plaza Hotel at JFK International Airport. There were over 300 participants. The presentation by the division was given on the new security regulations for cargo and all questions and concerns were discussed and answered by a panel consisting of CASD experts: Marcus Arroyo, manager; Lawrence Ostrowski, deputy manager; Raymond Whalen, AEA-720 manager; and Special Agents Michael Daniel and Johnson Brown.
