Aviation Safety Program

The Eastern Region’s Flight Standards District Offices (FSDOs) sponsor safety program seminars for airmen, pilots, dispatchers and certified flight instructors.

Over 300 seminars per year are held consecutively at airports, high schools, conference halls, college community centers and at many facilities throughout the Eastern Region. The number of attendees who participate range from 300-400. Safety program managers discuss analyzing accident trends and current developments in aviation safety. Special guests and speakers are often available to discuss safety information.

To give an overview of the seminars held, the 23rd Annual Seaplane Safety Seminar was organized by the Albany FSDO with sponsors of the Seaplane Pilots Association and several seaplane and float manufacturers. It was held in Adirondack Mountains, upstate NY. Pilots received instructions on training students with first aid procedures; there were several speakers who delivered presentations on state-of-the-art global positioning system (GPS) equipment; training on weather reports and terminal air forecasts, and aircraft repair and maintenance. Albany FSDO’s next seaplane safety seminar is scheduled for June 13-15, 1997.

Baltimore FSDO held one of its safety seminars at Hampshire Memorial Hospital in Romney, WV, with the main theme of Winter Flying and Proficiency. They are organizing other seminars this month in various states of Maryland to discuss preventive maintenance for pilots and winter operations. Future seminars beginning February 1 through March 25, 1997 will be held in Maryland. The theme will include Aviation Maintenance Technician and Spring Flight Training.

Harrisburg FSDO recently held a safety seminar in York, PA. The program offered material on Aviation Routine Weather Reports and Airport Terminal Forecasts (METAR/TAF); Aircraft Maintenance for Pilots; Operations at Non-radar Airports using Global Positioning System (GPS); State-of-the-Art Avionics Familiarization and Installation.

Teterboro FSDO held their safety seminar at the county's College of Morris in Randolph, NJ. The theme was 91 Ramps Check, utilizing the powerpoint computer software program. This was recognized as an educational opportunity for both students and pilots.

A safety seminar was held at the Pennsylvania College of Technology, Montoursville, PA. The program included discussions on the following: Winter Operations and Current Air Traffic Control Operations at Williamsport AFSS.

Richmond FSDO held their safety seminar at Shannon Airport, Fredricksburg, VA. Its theme included two topics: Flight Testing Homebuilts and Tips on Winter Flying.

Another safety seminar was held at Shenandoah Valley Regional Airport, Weyers Cave, VA. Two topics for discussion included: Airspace Review; Midair Collision Avoidance.

Attendance and completion of all workshops at these safety seminars and three hours of flight instruction qualify participants to receive a Wings lapel pin and certificate, all required of the Pilot Proficiency Award Program.

William Morse, Eastern Region’s safety program manager of the Flight Standards Division commented that “it is the outstanding support and dedication of the FSDO managers which allows these safety seminars to be successful each year.”

Altoona AFSS 10th Year Anniversary

The Altoona Automated Flight Service Station commemorated their 10th year anniversary this year. It began with a fly-by and the Central High School Band performed and was followed by the invocation which was presented by Reverend Todd Pejack of the United Church of Christ, Claysburg, PA. Among the speakers were The Honorable Bud Shuster, representative of the 9th District in Pennsylvania and Jerry Stern, local representative for Blair County; James K. Buckles, assistant air traffic manager of the Air Traffic Division; Eastern Region NAATS Director Ron Maisel; Dick Rice, commissioner of Beckford County, PA and Thomas C. Martin, president of Martin Oil Co. There were static displays and several airplane models to be seen.

Janet Baker, plans and procedures specialist supervised the information booth which contained FAA literature and Rita Maurita Potter, air traffic control specialist, conducted tours of the facility. It was a memorable occasion!
