The Aeronautical Central Counsel serves as legal advisor to the Aeronautical Center Director, center executives and center program managers on all legal matters arising in the day-to-day operations of the Mike Monroney Aeronautical Center. Office attorneys advise both internal and external stakeholders with respect to the registration of U.S. civil aircraft and the recordation of aircraft-related in instruments at the U.S. Aircraft Registry. The office attorneys issue more than 2,460 aircraft opinions annually in which they opine as to the qualification of civil aircraft for registration at the U.S. Civil Aircraft Registry.
The office has legal responsibility for all legal and financial issues associated with administration of the FM's Franchise Fund. We provide advice and legal representation on procurement actions generated on behalf of FAA Headquarters and regional and center offices such as the FM Logistics Center, the FM Academy and the FM Franchise Fund organizations.
The office also represents the Agency before several administrative forums such as the Equal Employment Opportunity Commission, the Merit Systems Protection Board, and the FAA Office of Dispute Resolution for Acquisition. Our staff collaborates and cooperates with the Department of Justice to defend the United States, the Department of Transportation, and the Federal Aviation Administration in actions filed in United States district courts.
The Aeronautical Central Counsel is the Designated Agency Ethics Official and is responsible for review of FAA employee confidential financial disclosure statements. The Counsel also provides ethics advice and training to Aeronautical Center and tenant organization employees, managers, and directors.
Our attorneys review and advise the Aeronautical Center and tenant organizations regarding Privacy Act and Freedom of Information Act requests for records on aircraft and airmen records in the FM's systems of records maintained by Flights Standards facilities, the Civil Aerospace Medical Institute, and other offices.
