Program Enhancements and Improvements

  • Removed assessment fee for using SE2020/2025 portfolio
  • Increased use of competition across the program to ensure customer needs are met and ensure best cost to the Government
    • Competition pilot conducted in 2012 and subsequently expanded
    • Current competitive threshold is $2M with optional waiver
  • Streamlined TO award approach focusing on customer needs
  • Predominant T&M type awards enable flexibility in meeting customer requirements
  • Automation improvements include:
    • Resume Evaluations by COs and CORs
    • Invoice Processing by COs and CORs
    • PBCM Quarterly Vendor Performance Reporting by TORs
    • SE2020 Website Redesign and Refresh
    • TO Modifications Processing by COs and CORs (in progress)
  • Contract Options provide customers with flexibility in periods of performance
  • Allow both mixed and incremental funding to provide customers funding flexibility
    • For example, when properly structured both F&E and Ops funding may be used on the same task order
  • Requirements review meetings with the vendor prior to RFP release ensure the vendor understands the customer's needs and priorities
  • Improved Resume Review process enables early Task Order startup
    • Vendors authorized to start work upon resume submission and suitability approval, as long as the position/contractor:
      • Is not a Key Position;
      • Does not include special conditions;
      • Does not require a Waiver; and
      • Does not have a Conflict of Interest.
  • Quarterly PMRs provide a forum for customers, vendors, and Program Office staff to review performance and discuss issues and risk mitigation plans
  • Monthly Vendor Funding Depletion forecasts provide customers with the most up to date funding projections
  • Performance Based Contract Management implemented in 2012 to better align contracting approach with performance outcomes
  • Plan to expand use of T&M rate schedules to better predict vendor costs, eliminate indirect rate adjustments, and streamline task order award/modification processes
  • New small business vendors are awarded, thereby extending the portfolio's period of performance through 2025 as part of the SE2025 Small Business portfolio
