The Federal Aviation Administration (FAA) has implemented an alternative air traffic procedure for arrivals to Runway 19 at Teterboro Airport in New Jersey.
The procedure uses satellite-based technology to guide a mix of aircraft along a pathway that generally follows New Jersey State Route 17 to Runway 19 at Teterboro Airport. This alternative procedure does not replace the existing conventional instrument approach which will remain the preferred approach for Runway 19.
The agency started using the procedure on July 1, 2021.
The FAA developed the procedure at the request of the Port Authority of New York and New Jersey and the Teterboro Airport Noise Abatement Advisory Committee. The procedure provides a viable alternative approach to Runway 19 that will help reduce the number of aircraft flying over the Hackensack University Medical Center and the surrounding residential areas.
The new procedure will not be available for use during periods of poor weather, low visibility or high traffic volume due to complexity of the airspace and air traffic controller workload. The best opportunity for the alternative approach procedure to be used is during the overnight hours when air traffic demand and complexity for the New York and New Jersey metropolitan area is reduced.
The agency conducted an Environmental Assessment and held public meetings on the procedure in accordance with the National Environmental Policy Act of 1969 (NEPA), which requires FAA to identify and publicly disclose the potential environmental impacts of proposed air traffic procedures. The Final Environmental Determination was issued in September 2020.

The Federal Aviation Administration (FAA) is issuing this notice to advise the public that it has published a Finding of No Significant Impact/Record of Decision (FONSI/ROD) and the Final Environmental Assessment (Final EA), dated September 10, 2020 for the Teterboro Airport RNAV (GPS) RWY 19 Offset. The Final EA documents that the project is consistent with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures and with existing national environmental policies and objectives set forth in Section 101 of the National Environmental Policy Act of 1969, 42 U.S.C. § 4321 et seq. (NEPA), Council on Environmental Quality regulations, 40 C.F.R. Parts 1500-1508, the requirements of Section 106 of the National Historic Preservation Act, and all other applicable special purpose laws. The Final EA responds to public comments received during the Draft EA public comment period from December 23, 2019 to January 22, 2020 and is an update to the Draft EA, previously issued on December 23, 2019. The publication of the RNAV (GPS) RWY 19 Offset seeks to respond to a request from the Port Authority of New York and New Jersey by making available an alternative arrival procedure that overflies a less densely populated corridor, while maintaining efficient operation of airspace around the Teterboro Airport.
The FONSI/ROD documents that the project is consistent with existing national environmental policies and objectives set forth in Section 101 of the National Environmental Policy Act and other applicable environmental requirements and will not significantly affect the quality of human environment or otherwise include any condition requiring consultation pursuant to Section 102(2)(C) of the National Environmental Policy Act. The FAA's Record of Decision also documents FAA's compliance with Section 106 of the National Historic Preservation Act and other special purpose laws. The FONSI/ROD documents FAA's decision to proceed with the "Proposed Alternative\"" detailed in the Final EA.

Electronic Versions of the Final EA/ FONSI/ROD have been sent to eight libraries in the vicinity of Teterboro Airport with a request to make the digital document available to patrons. A list of these libraries is available online at the website above and is shown below. Associated Public Workshop
The Federal Aviation Administration (FAA) held a public workshop on January 8, 2020, in Mahwah, N.J.. The purpose of the Workshop was to inform all interested residents about the Draft Environmental Assessment (EA) for the proposed new arrival procedure to Runway 19 at Teterboro Airport. Attendees were able to view the flight path and altitudes of the proposed procedure and they were able to discuss it with FAA air traffic control experts. Attendees also learned about the environmental process and had the opportunity to comment on the proposed procedure.
