David H. Boulter
Director, Flight Inspection Services
Flight Inspection Services (FIS) ensures the integrity of instrument approaches and airway procedures that constitute our National Airspace System (NAS) infrastructure and the Federal Aviation Administration's (FAA's) international commitments. This is accomplished through the airborne inspection of all space and ground-based instrument flight procedures and the validation of electronic signals in space transmitted from ground navigation systems.

Flight Inspection Operations provides airborne flight inspection of electronic signals-in-space from navigational aids supporting aircraft departure, enroute, and arrival flight procedures that constitute the NAS. Flight procedures and surveillance systems are evaluated for accuracy, aeronautical data, human factors flyability, and obstacle clearance. Flight inspection also performs inspections of all DoD navigational facilities designated as essential to the defense of the United States both foreign and domestic.

Aircraft Maintenance & Engineering provides maintenance support for the flight inspection fleet of aircraft in accordance with the Code of Federal Regulations (CFR). The fleet is maintained to the highest standards outlined in the Continuous Airworthiness Maintenance Program (CAMP), which is also required of the civilian air carrier industry.
In addition to providing support for the Flight Inspection Programs, FIS also provides maintenance and modification services to other U.S. and foreign government aircraft flight programs/operators as an FAA approved CFR Part 145 Certificated Repair Station (CRS).
Washington Flight Program (WFP) operates aircraft at Washington Reagan Airport to support emergency short notice transportation of the National Transportation Safety Board (NTSB), Federal Emergency Management Agency (FEMA), as well as Department of Transportation (DOT)/FAA elements in support of major transportation accidents, declared disasters, and other national contingencies. The WFP also provides on-call aviation transportation services to the Secretary of Transportation, DOT operating agencies, and other Federal Agencies on a reimbursable basis.
