Flight Plan 21 Accomplishments
Since the birth of aviation, the FAA has demonstrated leadership to the world by advancing aeronautical innovation and cutting-edge technologies to make flying safer, more efficient, and more secure.

Safety
- Working to establish repeatable processes for emerging entrant approvals.
- Standardized and documented the explanation of the environmental review process.
- Created an archive that catalogs use cases and technologies for predictive analytics. Creating this archive is the first step in more widely incorporating predictive analytics into the FAA's operations, making them safer and more reliable.
- Developed the Safety Culture Communication Plan.
- Promoted Safety Culture practice through Safety Culture 101 workshops and a corresponding video series.
People
- Rolled out DEIA Strategic Plan and scorecard to help recruit, retain, develop, and promote traditionally underrepresented groups.
- Hosted the Inclusive Language Summit “Words Matter: Gender Inclusive Language March Women’s Panel.”
- Developed the acquisition strategies and hosted industry outreach events to increase FAA contracting opportunities for small disadvantaged businesses.
- As a result, small and disadvantaged business participation within the FAA has reached all-time highs of 32% for small businesses and 19.27% for small disadvantaged businesses year- to-date.
- Reorganized the MSI Internship Program, resulting in 201 job offers.
- Analyzed onboarding and employee engagement programs to develop the pilot framework for the OneFAA Experience, which aims to create a structured program that will introduce new employees to all facets of the FAA and unify employees across all parts of the agency.
- Developed a Corporate Communications Strategy to support the transition to a hybrid work environment on the Reentry Webpage.
- Conducted a series of online reentry webinars from April 5-21.
Global Leadership
- FAA Leadership approved a new governance structure establishing the International Governance Board (IGB) to replace the outgoing International Advisory Board. The first IGB meeting took place on April 12, 2022, completing this initiative.
- Developed an FAA international training processes strategy, creating the first FAA-wide international training procedure, Export Control for Formal Training – Quick Reference Guide.
- Part of the process included creating an inventory of external and internal training and outreach activities and a gap analysis to inform outreach and training solutions.
- Published the Aviation Climate Action Plan to align with the Administration’s statements on reducing gas emissions from the aviation industry and reaching carbon neutrality.
Operational Excellence
- Invested in Aerospace sustainability. Worked to increase facility energy efficiency, leverage the Real Property Council for sustainability leadership, and strategize the transition of FAA's car fleet to zero-emission vehicles.
- Drafted an initial framework defining agile service categories, service levels and mission services with definitions and criteria.
- To support framework development analyzed existing FAA service frameworks including Airspace Infrastructure Modernization, FAA Contract Tower program, UAS Integration, and other initiatives to identify and document existing service levels, system services, and related criteria.
- Began development of the FAA’s first EIM solution: the Master Flight Metrics database commonly referred to as “Wilbur.”
- Initiated a governance and policy structure roadmap to ensure usage of a single enterprise-wide operational database.
