In this AC, the Federal Aviation Administration (FAA) recommends one way to gain airworthiness approval for the installation of FIS-B avionics equipment. We identify safety and installation requirements for continued airworthiness of aircraft FIS-B avionics equipment, systems, and applications. Airworthiness Approval of Synthetic Vision Guidance System
In this advisory circular (AC), the Federal Aviation Administration (FAA) provides applicants with guidance for obtaining airworthiness approval for equipment installation of a Synthetic Vision Guidance System (SVGS) in aircraft. This AC only provides airworthiness guidance to applicants for eligible SVGS for use on Special Authorization (SA) Category (CAT) I Instrument Landing System (ILS) approaches. Operational approval must still be obtained from the Flight Standards Service.

Stall Prevention and Recovery Training with Change 1
This advisory circular (AC) provides guidance for training, testing, and checking pilots to ensure correct responses to impending and full stalls. For air carriers, Title 14 of the Code of Federal Regulations (14 CFR) part 121 contains the applicable regulatory requirements. Although this AC is directed to part 121 air carriers, the Federal Aviation Administration (FAA) encourages all air carriers, airplane operators, pilot schools, and training centers to use this guidance for stall prevention training, testing, and checking. This guidance was created for operators of transport category airplanes; however, many of the principles apply to all airplanes. The content was developed based on a review of recommended practices developed by major airplane manufacturers, labor organizations, air carriers, training organizations, simulator manufacturers, and industry representative organizations.
Currency Requirements and Guidance for the Flight Review and Instrument Proficiency Check
This advisory circular (AC) provides information for certificated pilots and flight instructors to use in complying with the flight review required by Title 14 of the Code of Federal Regulations (14 CFR) part 61, § 61.56 and the recent flight experience requirements of § 61.57. This AC is directed to General Aviation (GA) pilots and to certificated flight instructors (CFI). This AC does not apply to training programs or proficiency checks conducted pursuant to 14 CFR part 121 or 135, nor to curriculums approved pursuant to 14 CFR part 142.

It is not intended to be a compilation of currently available product designs. Guidance on Testing and Installation of Rechargeable Lithium Battery and Battery Systems on Aircraft

Pilot Guide: Flight In Icing Conditions
This advisory circular (AC) contains updated and additional information for the pilots of airplanes under Title 14 of the Code of Federal Regulations (14 CFR) parts 91, 121, 125, and 135. The purpose of this AC is to provide pilots with a convenient reference guide on the principal factors related to flight in icing conditions and the location of additional information in related publications. As a result of these updates and consolidating of information, AC 91-74A, Pilot Guide: Flight in Icing Conditions, dated December 31, 2007, and AC 91-51A, Effect of Icing on Aircraft Control and Airplane Deice and Anti-Ice Systems, dated July 19, 1996, are cancelled. This AC does not authorize deviations from established company procedures or regulatory requirements.

Airport Data and Information Program
Note: The FAA is moving toward an electronic data submission system with the implementation of the FAA’s Navigation Procedures Project (NAV Lean) solution. Sections of this AC may be used as those portions of the system become available. In the interim, please refer to the current guidance provided in AC 150/5200-35A, Submitting the Airport Master Record in Order to Activate a New Airport for paper-based data submissions.
This AC provides general guidance and information for airport owners and operators in the collection and management of data describing the physical infrastructure, characteristics, and services of their airport. This data is source material for the FAA’s aeronautical information databases, for use in the dissemination of aviation information to the public, preparation of government and private industry aeronautical charts, and related flight information publications. This AC also describes the schedule, frequency, and standards for airport inspections.
Use of Child Restraint Systems on Aircraft
This advisory circular (AC) provides information and practices regarding the use of child restraint systems (CRS) on aircraft. The Federal Aviation Administration (FAA) intends for operators to use this as a resource during the development, implementation, and revision of an air carrier’s standard operating procedures (SOP), Web sites and training programs regarding the use of CRSs.
FAA Initiatives. This AC is one of several FAA initiatives designed to address safety concerns of the National Transportation Safety Board (NTSB). It is a part of the FAA’s ongoing commitment to educate and inform aircraft operators, crewmembers, and airline passengers regarding the use of CRSs on aircraft in order to encourage and increase the use of approved CRSs. Regulatory Requirements. In addition, this AC provides information to air carriers conducting Title 14 of the Code of Federal Regulations (14 CFR) part 121 operations about the requirement to make available on their Web sites the width of the narrowest and widest passenger seats in each class of service for each make, model, and series (M/M/S) of airplane used in passenger-carrying operations. If an air carrier does not have a Web site, the air carrier is not required to establish a Web site in order to comply with this regulation.

Ground Vehicle Operations to include Taxiing or Towing an Aircraft on Airports
This AC and its appendices provide guidance to airport operators about developing training programs for safe ground vehicle operations, personnel taxiing or towing an aircraft, and pedestrian control on the movement and safety areas of an airport.
This version represents a major rewrite. The AC now addresses aircraft being taxied by persons other than certificated pilots; adds a definition for Airport Operations Area; revises the definition for Non-Movement Area; replaces the term “Ramp” with “Apron” to harmonize with the International Civil Aviation Organization (ICAO) Annex 14 Volume 1; adds a definition for Vehicle or Pedestrian Deviation; provides guidance for towered airports on Part 139 requirements for people and equipment in the Runway Safety Area (RSA); calls for a Letter of Agreement at towered airports between the airport operator, the tower, and FAA Technical Operations; provides guidance on taxing and/or towing aircraft in the movement area by non-pilots; and incorporates numerous changes to format and content throughout the document.

Nationally Scheduled, FAA Approved, Industry Conducted Flight Instructor Refresher Course
This advisory circular (AC) provides information and standards for the preparation and approval of training course outlines (TCO) for Federal Aviation Administration (FAA)-approved, industry-conducted flight instructor refresher courses (FIRC) in accordance with Title 14 of the Code of Federal Regulations (14 CFR) part 61, § 61.197(a)(2)(iii). The intent of the FIRC program is to keep flight instructors informed of the changing world of General Aviation (GA) flight training and to enhance aviation safety through continued refresher training of the flight instructor cadre. Attending a FIRC is one of several methods by which a flight instructor may renew his or her flight instructor certificate. This AC provides one acceptable method by which the FAA may approve a FIRC program.
Use of Liquid Water Equivalent System to Determine Holdover Times or Check Times for Anti-Icing Fluids
This advisory circular (AC) provides guidance for the Federal Aviation Administration’s (FAA) standard for a Liquid Water Equivalent System (LWES). This AC applies to anyone proposing to design, procure, construct, install, activate, or maintain an LWES. An LWES is an automated weather measurement system that determines the Liquid Water Equivalent (LWE) rate in conditions of frozen or freezing precipitation. The LWE rate is used by the system with the appropriate endurance time (ET) regression equations and regression coefficients specified in an FAA-approved current database at http://184.108.40.206/RegressionInformation.html to determine the holdover time (HOT) or check time (CT) for an aircraft’s applied anti-icing fluid (Society of Automotive Engineer (SAE) Types I, II, III, and IV). Thus, the LWES incorporates a Holdover Time Determination System (HOTDS) or Check Time Determination System (CTDS). The HOT is used to determine how long a fluid would provide protection assuming that the current conditions do not change. The CT is used to determine the fluid’s current protection capability, while incorporating varying weather conditions.

Transition to Unfamiliar Aircraft
This advisory circular (AC) is intended to help plan the transition to any unfamiliar fixed-wing airplanes, including type-certificated (TC) and/or experimental airplanes. It provides information and guidance to owners and pilots of experimental, simple, complex, high-performance, and/or unfamiliar airplanes. It also provides information to flight instructors who teach in these airplanes. This information and guidance contains recommendations for training experience for pilots of experimental airplanes in a variety of groupings based on performance and handling characteristics. This AC does not address the testing of newly built experimental airplanes. The current edition of AC 90-89, Amateur-Built Aircraft and Ultralight Flight Testing Handbook, provides information on such testing. However, if a pilot is planning to participate in a flight test program in an unfamiliar and/or experimental airplane, this AC should be used to develop the skills and knowledge necessary to safely accomplish the test program utilizing the guidance found in AC 90-89.
