S pecial Air traffic Procedures

In anticipation of increased air traffic in the Kansas City, Missouri metropolitan area during the Kansas Speedway Sprint Cup NASCAR event, the following procedures will be used to enhance safety and minimize air traffic delays.

FLIGHT PLANS

Please file your flight plan early. Extra time may be required to process your flight plan due to a large volume of expected filings and the necessity to ensure that preferential routes are incorporated into your flight plan. Do not file multiple flight plans. Departure flight plans will be valid from 1/2 hour before to 2 hours after your proposed departure time. Due to anticipated frequency congestion, Kansas City Center and Kansas City Approach Control, except for emergency situations , will not accept air-filed flight plans to or from the Kansas City area from Wednesday, May 9 through Saturday, May 12, 2018. Airborne-filed flight plans from other facilities may experience delays.

VFR DEPARTURES / IFR PICKUP

Due to the high volume of traffic, controller workload, and mile-in-trail requirements, pilots should avoid departing VFR and requesting airborne activation of an IFR flight plan.

VFR AIRCRAFT

Due to the anticipated increased volume of traffic, en route aircraft desiring to traverse the Kansas City metropolitan area should plan routes outside of the Kansas City Class B airspace. The appropriate frequencies for advisories are published on the Kansas City VFR Terminal Area Chart. Advisories will be provided by Kansas City Approach Control on a workload permitting basis.

Note: This is a very congested airspace. Issuance of a transponder code is not a clearance to enter Class B airspace. Please wait for identification and specific clearance from the controller prior to entering Class B airspace. Class B Clearance is required 3,000 MSL and above over the Kansas Speedway area .

VFR aircraft are encouraged to cancel/activate flight plans with Leidos Flight Service when approaching or departing the Kansas City area. Flight Service can be reached on one of the frequencies listed below or by phone at (800) WX-BRIEF or (800) 992-7433.

PILOTS ARE URGED TO OBTAIN A COMPLETE WEATHER BRIEFING AND TO REVIEW ALL APPLICABLE NOTAMS BEFORE CONDUCTING FLIGHT.

DEPARTURE PROCEDURES

DO NOT request IFR departure clearance prior to 20 minutes before estimated time of departure (ETD). IFR clearances shall be requested from Clearance Delivery at Kansas City International (MCI) and Kansas City Downtown (MKC) airports. Please call for clearance prior to engine start.

DO NOT call Ground Control to taxi until you are the number one aircraft that can enter a taxiway from the ramp or parking area.

DO NOT taxi until you have received taxi information and appropriate IFR clearance.

DO NOT call the Tower for a departure clearance until you are in the number one position for the runway and ready for takeoff.

ADDITIONAL PILOT INFORMATION

Pilots departing from MCI and MKC shall monitor the ATIS and call Clearance Delivery for clearances. The clearance will include a beacon code and initial altitude to be flown when released for an IFR departure. Pilots may expect gate hold procedures to be in effect.

Pilots departing New Century AirCenter ( IXD) shall monitor Ground Control frequency and call prior to entering a taxiway.

After the race is completed, aircraft are expected to land at the destination airport for which they have filed. Aircraft that depart and then change to another destination can expect delays.

Note: Due to the complexity and volume associated with this event, users can anticipate dynamic reroutes and altitude assignments that will allow an orderly transition of all users outbound from the following airports. This is especially relevant for aircraft landing in the Charlotte terminal area.

OVERFLIGHT TRAFFIC

Aircraft not landing in the Kansas City area are requested to avoid overflying the area below 16,000 feet MSL from the MCI 090 radial clockwise to the MCI 180 radial within 30 miles of MCI.

CAUTION

NUMEROUS AERIAL DEMONSTRATIONS

These demonstrations may include, but are not limited to, the following events: air shows which may include multiple high-performance military aircraft and skydivers, banner tows, helicopter operations, and blimp operations. Media coverage from numerous aircraft should be anticipated in the area surrounding the Kansas Speedway. Pilots are urged to check NOTAMs if flight is to be conducted in this area on the effective dates.

Class B Clearance is required 3,000 MSL and above over the Kansas Speedway area.
