Super Bowl LII

Minneapolis-St. Paul, Minnesota

January 31 - February 6, 2018

Special Air Traffic Procedures

In anticipation of a large number of aircraft operating in the Minneapolis-St. Paul metropolitan area during the week of Super Bowl LII, the following special air traffic procedures will be used to minimize air traffic delays and enhance safety.

Security Provisions

Special security provisions will be in effect for this event including (but not limited to) Temporary Flight Restrictions (TFRs), two-way communication, and discrete transponder requirements. Specific procedures contained in this NOTAM may be revised and access to some airports may be restricted. Pilots are encouraged to check NOTAMs frequently to verify they have the most current information.

TFR information is normally disseminated by FDC NOTAM 3 to 5 days prior to the event. Once published, text and graphic depictions of restrictions may be found on the following web site:

www.tfr.faa.gov

Pilots should be prepared to provide documentation including personal identification, certificate number, aircraft ownership information, and a contact number.

Traffic Management

Traffic management initiatives will be utilized when arrival rates exceed airport capacity. Pilots should be prepared for potential airborne holding, reroutes, and/or Expect Departure Clearance Times (EDCT’s) that may be issued for all domestic IFR arrivals to the following airports:

Heavy demand and traffic management initiatives may be expected during the following dates/times:

DAILY

Wednesday, January 31, 2018, through Tuesday, February 6, 2018

0600 CST (1200 UTC) through 2000 CST (0200 UTC)

Traffic management initiatives for this event are designed to provide equitable airspace access. To maintain program integrity and minimize delays, airborne changes of destination to above listed airports will not be accepted within 250NM of the Minneapolis-St. Paul Terminal Airspace, except in emergency situations. Duplicate flight plans (same time/call sign) to multiple airport destinations are subject to removal from the system.

Minneapolis-St. Paul Terminal Area Operations

Class B airspace requirements apply. VFR arrivals to the Minneapolis-St. Paul Metropolitan Area may experience lengthy delays outside of the Class B airspace until traffic volume permits safe entry and transit of the airspace. Pilots are cautioned that Class B violators will be aggressively pursued.

Formation flights, practice approaches, multiple approaches, and touch and go operations are prohibited in the terminal area. VFR advisory service within the terminal area will be on a workload-permitting basis.

IFR airborne filings within the terminal area should not be expected. IFR changes of destination will not be granted within 250nm of the Minneapolis-St. Paul Terminal Airspace except in emergency situations.

Preferred Routes

Temporary routes have been instituted into/out of the Minneapolis-St. Paul Terminal area to optimize the traffic flow for the Minneapolis-St. Paul satellite airports. These temporary routings are designed to increase the efficiency of Minneapolis TRACON airspace minimize air traffic delays. Note that some normal arrival and departure routes will not be available within 250nm of the Minneapolis-St. Paul Terminal Airspace between Thursday, February 1st and Tuesday, February 6th. The preferred arrival and departures routes that have been modified for this event are defined below for the airports within 60nm of US Bank Stadium. Airports that are not listed in the Preferred Arrival and Departure Routes tables below should file and can expect normal arrival and departure routings.

Arrivals

IFR arrivals should expect sequencing to a standard instrument approach or straight-in visual approach. Pilots flying into Minneapolis-St. Paul area airports not serviced by an Air Traffic Control Tower or aircraft cancelling IFR after hours are encouraged to cancel IFR on ATC frequency prior to landing when meteorological conditions allow. If unable, contact the appropriate Air Traffic Control or Flight Service Station as soon as practical to cancel your IFR Flight Plan (see Airport Information)

Departures

Confirm your departure date and time with the FBO upon arrival or as soon as possible for staging purposes. Provide any updates on desired departure time to the FBO.

Turboprop and Piston aircraft should expect interim altitudes until 125nm from the Minneapolis-St. Paul Terminal Airspace.

Advise if IFR or VFR, where you are parked and ATIS code where appropriate. Pilots are requested to delay engine start-up until you have your clearance and immediately before taxi.

DO NOT CALL GROUND CONTROL TO TAXI until you are the number one aircraft and ready to taxi.

DO NOT CALL THE TOWER FOR DEPARTURE until you are in the number one position for the runway.

Airport Information

Airport diagrams are available at:

http://www.faa.gov/air_traffic/flight_info/aeronav/digital_products/

Practice approaches and touch-and-go/pilot training operations at Minneapolis-St. Paul metropolitan airports may be limited or suspended due to traffic volume.

RAMP RESERVATIONS REQUIRED

Due to the high volume of air traffic anticipated and to facilitate aircraft parking and staging, a ramp reservation is required for arrivals and departures, including drop and go’s to and from the Minneapolis-St. Paul Metropolitan area airports between Wednesday, January 31, 2018 1200 UTC and Tuesday, February 6, 2018 0200 UTC. Regularly scheduled air carriers and aircraft operating under Title 14, Chapter 1, Subchapter G, Part 121 are exempt from the advisory.

For arrival and departure ramp reservations at an airport, contact your preferred FBO or Airport Authority for airports without FBO’s.

IFR CANCELLATION

Pilots flying into airports not serviced by an Air Traffic Control Tower or aircraft cancelling IFR after hours are encouraged to cancel IFR on ATC frequency prior to landing when meteorological conditions allow. If unable, contact the appropriate ATC facility or Flight Service Station as soon as practical to cancel your IFR Flight Plan.

Helicopter Activity

Due to the anticipated heavy concentration of traffic operations in the Minneapolis-St. Paul Terminal area, pilots are advised to remain vigilant of VFR traffic while operating below 5,000 feet.

Overflow Parking Areas

The Airport may designate closed runways and or taxiways as an aircraft overflow parking area. When directed to an overflow parking area, please follow your signalman’s instructions.

Flight Plans and Weather Information

To ensure proper processing, flight plans should be filed at least 8 hours prior to departure.
