SPECIAL AIR TRAFFIC PROCEDURES

In anticipation of a large number of aircraft operating to and from the Austin metropolitan area during the 2024 U.S. Grand Prix, the following Special Air Traffic procedures will be used to enhance safety and minimize air traffic delays.

Aircraft should be prepared for potential airborne holding, reroutes, and/or Expect Departure Clearance Times (EDCTs) that may be issued for all domestic IFR arrivals. Airspace Flow Programs (AFPs) or Ground Delay Programs (GDPs) are possible. In order to assist FBOs with staging aircraft and to ease ramp congestion, aircraft departing the Austin metropolitan area are strongly encouraged to coordinate their departure times as early as possible.

GENERAL

Ramp Reservation Program

Due to the high volume of air traffic anticipated during the 2024 U.S. Grand Prix activities, a ramp reservation program is required for arrivals and departures, including drop-and-goes, to and from Austin Bergstrom International Airport (KAUS), between Thursday, October 17, 2024, 1300 UTC and Monday, October 21, 2024, 0459 UTC. The following flights are exempt from this reservation program: regularly scheduled air carriers and air taxi operations, including flights operating under Title 14, Chapter II, Subchapter D, Part 380, which covers Essential Air Service under the Small Community Air Service Development Program (SCASDP). Expect the following Notice to Air Missions (NOTAM) to be published approximately 7 days in advance.

NOTE: The ramp reservation program at KAUS applies to both VFR and IFR arrivals. Except for emergency situations, flights without an approved “Slot Reservation Confirmation Number,” air files, and change of destination requests from airborne flights to program airports will not be accepted. Operators must include the assigned Prior Permission Required (PPR) # in the Remarks section of the flight plan.

Many other airports - especially those within a 50 NM radius of KAUS - are projecting a substantial increase in operations, and parking at surrounding airports may be unavailable. Operators should check NOTAMs carefully and expect significant delays in and out of the area.

SECURITY PROVISIONS

Special security provisions may be in effect for this event, including, but not limited to, Temporary Flight Restrictions (TFRs), two-way radio communications, and discrete transponder requirements.

Specific NOTAM procedures may be revised, and arrivals to some airports possibly restricted so please review NOTAMs frequently to verify you have the current information.

TFRs are normally disseminated via FDC NOTAM, 3 to 5 days prior to the event. Once published, text and graphic depictions of the restrictions may be accessed at: http://tfr.faa.gov/tfr2/list.html.

VFR OPERATIONS

Due to the high volume of traffic in the Austin metropolitan area, VFR arrivals can expect lengthy delays during peak traffic periods. In addition, VFR departures from the Austin area should not expect to obtain an airborne pickup of IFR clearance within 150 NM of their point of departure.

Practice approaches, touch-and-goes, flight following services and pilot training operations at airports in the Austin metropolitan area will be extremely limited and possibly prohibited during this time period, due to the high volume of traffic associated with the U.S. Grand Prix.

Class C airspace requirements apply. Contact Austin Approach Control a minimum of 10 NM from entering Class C airspace on the following frequencies below. Class C violators will be aggressively pursued.

CUSTOMS

U.S. Customs service is available at KAUS only. Customs Agents will come to your aircraft at the Atlantic, Signature, Millionaire, and the Maintenance Ramp. Pilots and passengers needing U.S. Customs service are REQUIRED TO STAY IN THEIR AIRCRAFT UNTIL Customs Agents arrive at your aircraft.

HELICOPTER TRAFFIC

STS VIP Helicopters has the exclusive rights in/out of the COTA helipads. TFR entry is restricted to those operators who have received authorization from STS VIP Helicopters.

COMMERCIAL AIRCRAFT TERMINAL GATE AREA

The Commercial Aircraft Terminal Gate Area at KAUS is defined as the commercial airline terminal, airline gates, and commercial airline aircraft parking areas, and is located just north of Taxiway G between Taxiway B and Taxiway C. This is restricted to pre-coordinated Air Carrier traffic.

OVERFLOW PARKING AREAS

Due to the large amount of traffic associated with the U.S. Grand Prix, the KAUS Airport Manager may designate the following ramps as overflow parking:

Cargo Ramp: Please follow your signalman’s instructions.

South Terminal/Maintenance Ramp: This ramp utilizes Virtual Ramp Control (126.225).

SAN MARCOS REGIONAL AIRPORT (KHYI)

Contact local FBOs for parking reservations. KHYI Federal Contract Tower (FCT) hours of operation are: 0700-2100 Local/1200-0200 UTC.

VFR ARRIVALS AND DEPARTURES TO/FROM KEDC

Due to the heavy congestion at KEDC and the close proximity of KAUS, VFR arrivals and departures operating to/from KEDC are advised to remain outside KAUS Class C and maintain VFR at or below 2,500 feet MSL within 10 NM of KEDC. NOTE: Westbound VFR departures must not fly headings between 180-330 degrees until at least 10 NM from KEDC.

TRAFFIC MANAGEMENT – ARRIVALS

GENERAL

IFR arrivals should expect sequencing to a standard Instrument Approach Procedure or Straight-In Visual Approach. Do not cancel IFR in an attempt to obtain more expedited handling.

In order to avoid a heavy concentration of helicopter operations in the area remain at or above 2,000 feet MSL until four (4) NM on final approach.

Austin Terminal Area airports not serviced by an ATCT/FCT, or aircraft cancelling IFR after hours, may contact Austin Approach Control at 512-369-7865.

Please include parking locations in the Remarks section of the flight plan using the abbreviations below as appropriate.

However, if any other impacts, such as weather preclude the use of these routes please refer to the FAA’s Air Traffic Control System Command Center (ATCSCC) Advisory page for the most up to date route information at: https://www.fly.faa.gov/adv/advAdvisoryForm.jsp.

TRAFFIC MANAGEMENT – DEPARTURES

GENERAL

Confirm your departure date and time with FBO upon arrival or as soon as possible. Provide any updates on desired departure time.

Race day departures should file flight plans with a proposed departure time one (1) hour before the end of the race to allow for coordination and planning.

Austin Terminal Area airports NOT serviced by an ATCT/FCT, or pilots requesting clearance after hours, may contact Austin Approach at 512-369-7865 or on the above listed after hours frequencies.

Piston aircraft should expect 7,000 feet MSL or 8,000 feet MSL as an interim and request higher altitude with Houston ARTCC, Houston Approach, or San Antonio Approach, as appropriate.

Turboprops expect 9,000 feet MSL or 10,000 feet MSL as an interim and request higher altitude with Houston ARTCC.

NOTE: Please utilize the correct ICAO format when filing your flight plan. Flight plans without the correct ICAO RNAV designators will be assigned conventional Departure Procedures.

AUSTIN-BERGSTROM INTERNATIONAL AIRPORT (KAUS)

SPECIAL TRAFFIC MANAGEMENT PROGRAM (STMP)

A Special Traffic Management Program (STMP) will be in effect for all non-scheduled IFR/VFR departures from KAUS on Sunday, October 20th, from 1600-2359 Local/2100-0459 UTC.

There must be only one (1) registration per aircraft tail number.

Reservations must be confirmed twenty-four (24) hours in advance or they will be deleted.

Details of the STMP will be published at https://www.fly.faa.gov/estmp/index.html by the end of September. Users can register for access now at this site.

The assigned departure reservation number must be included in the Remarks section of the flight plan.

ENGINE START UP AND TAXI

All departing aircraft contact clearance delivery on 125.5, except PDC/CPDLC equipped aircraft. Advise if IFR or VFR, where you are parked, and ATIS code. Pilots are requested to delay engine start-up until you have your clearance and immediately before taxi.

For aircraft parked on the Barbara Jordan Terminal Ramp DO NOT CALL GROUND CONTROL TO TAXI until:

You are the number one aircraft at TWY G1 or TWY G3 holding short of TWY B, or

You are the number one aircraft at Taxilane C1 holding short of TWY C.

For aircraft parked on the South Terminal/Maintenance Ramp DO NOT CALL GROUND CONTROL TO TAXI until you are the number one aircraft at TWY T holding short of TWY C.

DO NOT CALL THE TOWER FOR DEPARTURE. Monitor tower frequency when number one and ready for departure. ONLY CONTACT TOWER IF NOT READY IN THE SEQUENCE; then expect to be re-sequenced.
