Summary: This change incorporates new information into Volume 3, Chapter 18, Section 3. This change creates new operations specification (OpSpec) A196, which provides a method to manage compliance, based on revised FAA policies, related to the safe transport of cargo. Also, this change creates new OpSpec A396, which provides a method to comply with new FAA policies designed to provide risk mitigation and satisfy NTSB recommendation A-15-15 and A-15-16 for the carriage of special cargo.
