Section 4. Communications NOTAMs

  1. GENERAL

Technical Operations personnel must ensure the origination of NOTAM D concerning communication outlets for which they are responsible.

  1. REPORTING COMMUNICATIONS OUTLET MALFUNCTIONS

Known or reported malfunctions of a communication outlet must be reported to Technical Operations or appropriate personnel.

Originate a NOTAM for conditions pertaining to the operation of communications outlets that are part of the NAS when an outage occurs or when a scheduled shutdown (60 minutes or more) is expected as follows:

  1. Affected location.
  1. Communication outlets associated with an airport or NAVAID, issue with the affected location as the airport or NAVAID.
  2. Communications outlets not associated with an airport or NAVAID, issue with the affected location as the ARTCC.

NOTE-

Communication (COM) NOTAMs for the Approach Control frequencies which are located within the TRACON facility and all Remote Center Air-to-Ground facilities, will be issued with the ARTCC as the affected location with which the frequency provides coverage within. The full name of the facility will be spelled out after the keyword and before the type of A/G communication facility. For example, NORTHERN CALIFORNIA APP, DUTCH HARBOR REMOTE CENTER A/G.

  1. Air Route Traffic Control Centers (ARTCC).
  2. Combined Center Radar Approach Control (CERAP).
  1. Remote Transmitter Receiver (REMOTE TRANS/REC).
  1. Air Traffic Control Towers (ATCT).
  2. Terminal Radar Approach Control (TRACON).
  1. Remote Communication Outlet (REMOTE COM OUTLET).
  1. Flight Service Station (FSS).
  2. Emergency Frequencies.
  1. Other Identified Communications.
  1. Controller Pilot Data Link Communication (CPDLC).
  2. Ground Control (GND CTL).
  3. Local Control (LOCAL CTL).
  4. Clearance Delivery (CLR DELIVERY).
  5. Local Airport Advisory (LOCAL AP ADVISORY).
  6. Ground Communication Outlet (GND COM Outlet).
  7. Common Traffic Advisory Frequency (CTAF).
  8. Universal Communications (UNICOM).
  1. NOTAM conditions.
  1. Commissioning and decommissioning. When decommissioning frequency, unserviceable (U/S) must be stated as the condition with a PERM validity end date.
  2. An outage or (un)availability of communications outlets when an outage occurs or, when a scheduled shutdown (60 minutes or more) is expected. All published ATC frequencies and all communication frequencies will be issued with the affected frequency when unserviceable.
  3. Communication outlet or facility frequency change.
  1. Temporary frequency change, issue with condition of NOW and new frequency to be used.
  2. Permanent frequency change, issue with condition CHANGED TO, new frequency to be used, and validity end date of PERM.
