Who We Are
The Honolulu Flight Standards District Office (HNL FSDO) has responsibilities for the General Aviation Safety Assurance (GASA) community, primary responsible for certification, surveillance, and certificate management of all air carriers, air operators, airmen, and air agencies for the following Federal Regulations: 14 CFR Part 43, 61, 65, 91, 133, 135, 137, 141, 145, 147, 183, and other areas. Our primary geographic area of responsibility includes Hawaii, Guam, American Samoa and other areas within this geographic boundary.

Information on Filing a Noise Complaint
The FAA does not have rules governing noise levels emanating from aircraft operations. Our primary focus is safety related. Therefore, any aircraft noise complaints are handled by the State of Hawaii, Department of Transportation, Airports Division. You must call the Hotline number to make a formal complaint. Hotline Number: (888) 697-7813. Once reported they will then forward your comment/complaint to the responsible agency.
