Rolando Caparas

Rolando “Rally” Caparas began his career as an Air Traffic Control Specialist in the USAF. He started his career with the Federal Aviation Administration in 1990 and has spent the majority of his time as an Air Traffic Control Specialist in the terminal option (Jacksonville Approach (JAX), Charleston Approach (CHS), Van Nuys ATCT (VNY) and Reagan National ATCT (DCA). Additionally, Rally worked at FAA HQ, D.C. for Air Traffic Requirements Service where he helped develop the requirements for what we now know as ASDE-X. He then moved to the Air Traffic Control System Command Center where he became a Traffic Management Coordinator (TMC).  In 2007, Rally joined System Operations Security (AJR-2) as a member of the Agency’s Crisis Response Group and where he eventually became the manager of the Domestic Events Network (DEN) at FAA H.Q., D.C.  In 2012, he served as a program manager with Unmanned Aircraft Systems (UAS) Integration Office where he specialized in Global Hawk and Predator drone operations. 

In 2014, Rally become the Eastern Service Area’s Manager for Runway Safety. Then, as the Air Traffic Manager at Dekalb-Peachtree ATCT (PDK), Rally lead the facility to being named the 2017 Air Traffic Control Facility of the Year (Levels 7, 8, 9). In the Fall of 2017, Rally was tasked with representing the FAA at respective State Emergency Operations Centers for Hurricanes Harvey (Tx.) and Irma (Fl.) where he helped to lead multiple federal agencies and state departments in the development and execution of crisis response initiatives in support of search and rescue and system recovery operations. Rally moved on to serve in the Eastern Service Area’s Director's Office (AJT-E) as an Executive Technical Representative (ETR), and then as the Senior Advisor to the Director of Operations (AJT-E). In April 2019, he lead the development of what is now the Joint Air Traffic Operations Command (JATOC) Air Traffic position (JATOC-AT).  In August 2019, Rally was named Air Traffic Manager at Atlanta Hartsfield-Jackson ATCT.  In December 2020 Rally moved to the position of Deputy Director, Air Traffic Operations, Eastern Service Area (AJT-E).  In October 2022, Rally became the Director, Air Traffic Operations, ESA (AJT-E) until July 2023 when he was promoted to where he now serves as Vice President, Air Traffic Services (AJT) at FAA Headquarters in Washington, D.C.
